Aksa Power Generation USA is seeking a highly motivated and detail-oriented HSE Specialist to join our team in Conroe, Texas. The ideal candidate will be responsible for developing and implementing safety and environmental programs to ensure compliance with regulations and create a safe working environment. The HSE Specialist will collaborate with various departments to assess risks, provide training, and implement proactive measures to enhance the overall health and safety culture within the organization.
RESPONSIBILITIES
  • Develops a Safety Program and Safety Policy.
  • Manage OSHA 300 log and all associated reporting. 
  • Organizes and participates in workplace safety and health planning meetings and a quarterly safety committee meeting.
  • Coordinates safety training, ensuring managers, supervisors, and safety committee members have the appropriate safety and health, accident prevention, and investigation training.
  • Ensures that managers/supervisors provide adequate and substantial safety training and information to workers.
  • Continuously assesses engineering controls, administrative controls, and PPE requirements to mitigate severity of incidents.
  • Coordinates the investigation and reporting of all incidents and near misses.
  • Conduct thorough assessments of workplace environments to identify potential hazards and risks.
  • Performs required inspections as directed by the General Manager.
  • Advises on, and monitors, work at height activities under JSA and Permit to Work protocol.
  • Analyze incident reports and trends to develop strategies for accident prevention.
  • Stay up to date with local, state, and federal regulations related to health, safety, and environmental standards.
  • Ensure the organization's compliance with relevant laws and regulations.
  • Develop and deliver training programs on safety protocols, emergency procedures, and environmental awareness.
  • Collaborate with department heads to tailor training sessions to specific job roles and hazards.
  • Lead investigations into workplace incidents, accidents, and near misses.
  • Prepare detailed reports outlining root causes and recommend corrective actions.
  • Develop and maintain emergency response plans.
  • Conduct drills and simulations to test the effectiveness of emergency procedures.
  • Foster a culture of safety and environmental responsibility throughout the organization.
  • Implement initiatives to encourage employee engagement in safety practices.
  • Maintain accurate records of safety inspections, training sessions, and incidents.
  • Provides safety training to new hires.
  • Prepare regular reports for management on the status of HSE programs.
  • Assists with all heavy lift load in and load out activities.
  • Performs other duties as assigned by General Manager.
ORGANIZATION RELATIONSHIPS
Regardless of other duties, has a responsibility to follow Aksa Power Generation USA’s production, safety, and quality procedures.

REQUIREMENTS
  1. Education and Training – Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field. May be substituted with relevant experience as deemed acceptable by Aksa Management.
  2. Certification in Occupational Health and Safety (e.g., CSP, CIH) is highly desirable.
  3. In-depth understanding of local, state, and federal HSE regulations.
  4. Familiarity with risk assessment methodologies and incident investigation techniques.
  5. Excellent verbal and written communication skills.
  6. Ability to effectively communicate safety concepts to individuals at all levels of the organization.
  7. Ability to collaborate with cross-functional teams and influence positive change.
  8. Strong interpersonal skills and the ability to build relationships.
  9. Strong analytical and problem-solving skills.
  10. Ability to think critically and develop effective solutions to complex HSE challenges.
  11. Physical Requirements – Ability to lift and carry 40 lbs.
  12. Experience – At least five years’ experience or as deemed sufficient by management.
  13. Technical Requirements – Ability to negotiate and sustain networking relationships. Comfortable with collecting, analyzing and interpreting data. Solid judgment with ability to make good decisions. Working knowledge of safety codes, OSHA 1910, EPA regulations and other regulatory agencies.
ACCOUNTABILITY
The person identified in this Job Description is accountable for all HSE related requirements and activities at the Aksa Power Generation USA facility in Conroe, Texas.
