Main Function:

Under supervision of Program Director, as part of a leadership team and in keeping with Agency policies and procedures, professional standards, and applicable regulations, use own experience and judgment to carry out the mission of the certified residential programs. Responsibility includes oversight of assigned personnel, properties, implementation of Service Plans and management of day-to-day operations. Contact with the public is moderate.

Duties and Responsibilities:

1. Monitor the provision of services for participants.
  • Consult with participant interviews prior to Service Plan meetings to determine participant's goals, interests, and satisfaction, etc.
  • With input from participant, family and team members, develop a written Service Plan and IPOP minimally 2x/year or more if needs change.
  • Completes and monitors completion of staff assignments and change of shift.
  • Monitor staff to ensure correct administration of medications and documentation as per department standards.
  • Work collaboratively with the nursing staff to ensure medical oversight of individuals residing at the IRA and that all medical and/or specialist recommendations are completed.
  • Ensures completion of participants' medical appointments and provides support as needed.
  • Monitors staff through observation and review of documentation to ensure the service plan, IPOP, dietary guidelines, PONS, and behaviors, are implemented correctly.
  • Implement a system to communicate with participants and members and families/advocates to monitor satisfaction with services and ensure services are implemented as described in the service plan.
  • Monitor staff to ensure person center services are provided.
  • Ensure that medication, behavioral interventions and emergency safety procedures are developed and practiced and revised as needed, including fire drills.
  • Monitors physical plant of assigned IRA and vehicles and send work order to Facilities department for maintenance needs.
  • Completion of monthly safety check list and ensure sprinkler/smoke detector and fire extinguisher inspections.

2. Manage program expenses in keeping with budget guidelines.
  • Monitor expenses for the certified residential site assigned and ensure expenses stay within budget
  • Manage participant's personal allowance and petty cash for the IRA. Ensure participants' money and petty cash balances are kept secure and all required documentation is completed per agency guide lines.
  • Monitor staff hours to reduce overtime
  • Submit required documentation for grocery, household, and fuel expenses.
  • Ensure all documentation required to support Medicaid billing are current and maintained in participants' record.
  • Ensure that participant's rights are protected with regard to their money and personal possessions.

3. Maintain appropriate records and prepare necessary reports.
  • Complete required reports including monthly Manager Report, maintenance report, and annual risk assessment.
  • Completes monthly reports as directed by supervisor.
  • Ensure individuals are assessed for fire evacuation skills, conduct fire drills per OPWDD regulations and fire drill reports are completed accurately and timely
  • Complete annual participant surveys and assessments.
  • Monitor the implementation of Plans of Corrective Action (POCA)
  • Respond to all communication per agency guide lines.

4. Supervision of assigned staff
  • Supervise Assistant Manager and DSPs assigned.
  • Train assigned staff on core competencies and complete core competency evaluations in a timely manner.
  • Implement a system for ongoing supervision meetings and department staff meetings.
  • Develop and ensure implementation of an orientation and ongoing training program for employees assigned to the certified residential program.
  • Participate in the recruitment, interviewing and hiring for the program.
  • Provide ongoing direction, training, support, and performance evaluation for assigned staff.
  • Monitor and approve staff timecards through ADP and mileage sheets per agency procedures.
  • Document performance concerns and follow up with disciplinary action as needed. Work in conjunction with HR as needed.
  • Manage staff schedules to ensure adequate coverage. Acts as primary on call supervisor for the program, shares on call responsibility with the Assistant Manager.

5. Community and Teamwork
  • Participate in Agency and community meetings, committees and work groups as identified by supervisor.
  • Participate in development of trainings and monitor completion of training of program staff.
  • Serve as member of Leadership team.
  • Participate in opportunities to learn more about alternative options in an effort to develop and/or expand new and current program as appropriate
  • Participate in Agency-wide events, advocacy, and/or community forum.

6. Follows Agency standards and procedures
  • Ensures program staff follow Agency standards and procedures.
  • Monitors program staff maintain compliance with applicable rules and regulations.
  • Provides and ensures program staff provide person-centered, quality services.
  • Participates in external audits (OPWDD) and exit conferences.
  • In conjunction with Quality Enhancement department, develops and implements an internal quality enhancement program.
  • Maintain compliance with Agency standards and procedures, and applicable rules and regulations.

7. Other duties as assigned

Education/Experience:

Associates degree in Human Service field plus one year experience working with people with disabilities required, or High School diploma/GED plus 2 years' experience working with people with disabilities. Supervisory experience preferred. Position requires good verbal and written communication skills. Must be able to demonstrate teamwork and professionalism. Basic word processing and e-mail skills are required. Knowledge of OPWDD services preferred.

Conditions of Employment:

Must have valid New York State driver's license in accordance with Agency Vehicle and Driving policy and transportation necessary to meet program needs. Must be available to provide staff coverage when needed early morning, evening, including overnight or weekend functions and share on-call responsibilities. Must be able and willing to demonstrate direct care duties, including personal assistance. Must be able to lift 50 pounds. Must participate and meet established requirements in a database check through the Division of Criminal Justice Services as defined by the State of New York, Office of People with Developmental Disabilities, Chapter 575 of the Laws of 2004. Must participate in successful database checks through the State Central Registry of Child Abuse and Maltreatment, HHS Office of Inspector General, Excluded Parties List System, New York Office of Medicaid Inspector General and Specially Designated Nationals.
