Job Description

This position is responsible for managing day-to-day maintenance operations, setting maintenance and parts inventory policy for the system; administering the labor contract; supervising the assignment and transfer of all state-owned transit buses assigned to HNS, and performing management level administrative and technical functions companywide.

This position is directly accountable to the Assistant General Manager of Maintenance. This position directly supervises Maintenance Superintendents and Supervisors at all three divisions.

Examples of Duties

* Develops system wide maintenance and parts inventory policy and procedures; develops strategy including long and short-term goals, objectives and action plans.
* Manages all Maintenance related performance and operations standards for alternative fuels and zero emissions as they are introduced into the CTtransit fleet. Tracks performance of Battery Electric Buses to optimize the fleets utilization and inform future purchases as well as deployment.
* Supervises assignments of all state-owned transit buses assigned to HNS and other services; schedules repairs and preventive maintenance and provides technical assistance to other bus operators and all CTtransit Divisions.
* Creates maintenance policies, procedures, and day-to-day activities as appropriate with other departments and divisions.
* Responsible for the administration of labor contracts; meets with labor union representatives to resolve grievances; participates in labor negotiations, and arbitration proceedings based on the collective bargaining agreements.
* Directs and performs varied management level administrative and technical functions, including computer system development, operations analysis, research projects, equipment evaluations, development of mechanic training programs, and all other duties as required.
* The position requires the incumbent to be on call 24 hours a day to respond to emergency maintenance situations.
* Conducts or delegates maintenance related research studies and collects data as needed.
* Maintains, updates, references, and develops administrative related policies and procedures as necessary.
* Assists in maintaining maintenance related databases and software.
* Assists other departments and divisions as necessary.
* Responds to inquiries for information from employees, senior leadership, and/or external partners as necessary.
* Experience supporting multiple teams in an office environment, including creating memos for multi-disciplinary groups and/or tracking/maintaining multi-dimensional budgets.
* Manages or delegates maintenance related time and attendance tracking programs, software, or databases.
* Coordinates with Human Resources in overseeing maintenance administration and proper recording of time and leave, FMLA, CDL, and performance records in conformity with all Company and regulatory requirements.
* Performs maintenance related research, investigations, analysis, and manages special projects, as necessary.
* Leads discussions with union representatives and employees regarding grievances and labor issues as assigned; reviews and evaluates major grievance issues and disciplinary actions of hourly employees; recommends and initiates appropriate action; and represents the company in proceedings concerning unemployment compensation, grievance arbitrations, as needed.
* Work cooperatively with all levels of personnel.
* Attends in-service training, seminars or other opportunities for professional development as made available by the Agency. Provides training for Agency personnel as required. Actively participates in staff meeting, trainings, etc.
* Has thorough working knowledge of Agency policies and procedures, and collective bargaining agreements.
* Manages the coaching, training, discipline and/or commendations for all maintenance employees.
* Manages the selection and interview process for all new maintenance positions in coordination with the Human Resources Department.
* Other duties and responsibilities as assigned.

Qualifications

* Minimum possession of a bachelor's degree or Technical School Certificate in Maintenance, Fleet Management, Transportation Maintenance, Business or a closely related field.
* An equivalent combination of education and work experience on a year-for-year basis can be substituted for the 4-year degree requirement.
* A minimum of Ten (10) years of experience in vehicle maintenance, equipment maintenance, parts inventory management with at least five (5) years of experience as an executive or senior leader within an organization of 1,000 or more employees, and/or over 400 vehicles across multiple locations is required.
* Experience working in a union environment, interviewing, hiring, training, employee development, employee discipline up to and including termination is required.
* This position requires thorough knowledge of management and labor relations principles as well as the technical skills required to manage complex maintenance and parts inventory operations.
* Knowledge of public transit operations, policies and procedures is preferred.
* Knowledge of the advanced principles of supervision, knowledge of progressive discipline processes, including demonstrated ability to communicate clearly, build commitment to goals, offer instruction, with excellent written and verbal communication skills, interpersonal skills, tact and diplomacy.
* Ability to work in a fast-paced environment, to multitask, manage multiple employees, ability to conduct training when necessary.
* A Valid Driver's License is required. Individual may be required to travel in the course of their daily work.
* Proficient in software programs (office suite) internet applications, email communications, and utilization of all office equipment.
* The ability to prioritize projects and have excellent communication (especially verbal), interpersonal skills, tact and diplomacy.
* Must be able to handle confidential information.
* The ability to prioritize projects and to work both independently and in a team environment.
