Overview

The Senior Manager, iCTC Payroll and Stock Administration manages day-to-day payroll operations for the bi-weekly payroll as well as off-cycle payroll through ADP for the Iovance Biotherapeutics Manufacturing LLC, a subsidiary of Iovance Biotherapeutics, Inc. that is located in Pennsylvania, as well as day-to-day stock administration for the overall Iovance Biotherapeutics, Inc. company. Payroll responsibilities include, but are not limited to, payroll processing oversight and responsibility, maintenance and improvement of the Iovance Biotherapeutics Manufacturing LLC payroll function and systems according to internal policy and industry standards, compliance with data privacy, IRS, FLSA, workers' compensation, state, local, and agency regulations and reporting requirements. Stock administration responsibilities include administration of the company's stock and equity incentive plans and ensuring compliance with applicable laws and regulations.

The ideal candidate is dedicated, analytical, has a deep understanding of the payroll, and related accounting process, it's legal and local requirements, a focus on customer service, innovation, scalability and continuous process improvement.

Essential Duties - Payroll

* Manage the payroll process, including processing of payroll for the Pennsylvania subsidiary, verification of payroll data, timecard approvals, payable hours, salaries, benefits, garnishments, taxes, and other deductions, and timely payments.
* Ensure accurate and timely processing and record maintenance of payroll updates including new hires, terminations, changes to pay rates and work shift schedules.
* Process equity and LOAs.
* Analyze payroll and benefits related accounts for unusual trends to ensure accurate reporting.
* Provide ongoing support and training related to payroll and related matters to our employees.
* Ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices.
* Partner with the HR organization around new payroll and benefits initiatives to ensure timely implementation within the payroll system.
* Manage electronic timekeeping systems and troubleshoot if necessary.
* Provide documentation for payroll, 401K, and benefit audits.
* Preparing payroll related journal entries and reconcile payroll-related accounts, including payroll and benefits reconciliations.
* Ensure SOX compliance along with applicable laws and payroll tax obligations.
* Reviews and reconciles quarterly and annual, federal, and state, payroll tax returns, and form W-2s.
* Support corporate team as back-up for California and other state payroll processing, as applicable
* Maintain a high level of confidentiality at all times related to compensation.
* Adhoc projects, reporting and analysis as requested.

Essential Duties - Stock Administration

* Responsible for the daily administration of the Company's equity compensation program and management of stock plan administration consultants
* Manage Company's E*TRADE portal, including demographics and income tax rate updates
* Ensure ongoing compliance of the equity compensation program by monitoring applicable laws and accounting requirements and maintain sound internal controls
* Ensure accurate and timely processing and settlement of all equity transactions; stock options, RSUs, ESPP program, Performance Awards
* Partner with Finance, Tax, Payroll, Accounting, HR and both internal and external auditors to provide necessary reporting and reconciliations in support of internal processes and reporting, external financial reporting requirements and compliance analysis.
* Manage and update (as appropriate) applicable stock plan policies, guidelines, processes and workflows
* Support the preparation and filing of all Section 16 reports for officers and directors
* Assist in prep of equity-related sections of the annual proxy statement and other SEC filings.
* Manage Rule 10b5-1 plans, including managing the trading window and collecting required documents such as pre-clearance forms.
* Respond to participant issues, questions and concerns

Education and Qualifications

* 9+ years of experience preparing payroll for PA
* Bachelor's degree in accounting, finance, or relevant field is preferred
* 2+ years of prior experience in public company stock administration
* Experience with ADP and E*Trade required; Certified Equity Professional (CEP) certification preferred
* Strong knowledge and experience in global stock plan administration including securities, tax, financial reporting and accounting rules and regulations; payroll knowledge and experience is a plus.
* Strong numerical aptitude and attention to detail.
* Excellent communication skills, both verbal and written.
* Good time management and organizational skills.
* Working knowledge of relevant legal regulations.
* Able to prioritize and multitask effectively.
* Ability to work independently.
* Ability to work with a team as well as with external auditors.
