Deputy Director of Budget

Serves as the central point of coordination for all agency activities pertaining to budgeting and accounting. Executes day-to-day management of the agency's budget and accounting functions. Provides accurate situational awareness to the Chief Financial Officer and other agency Senior Leaders on the current and projected status of the agency's budget execution, provides forecasts of future budget trends, and makes recommendations to best align the agency's resources to its needs.

Responsibilities of Deputy Director of Budget:

* Supervises staff to include preparing performance planning and evaluation documents, establishing and monitoring work processes, and implementing management policies and initiatives.
* Acquires, optimizes, and account for fiscal resources. Executes the day-to-day management of the agency budget.
* Under the direction of the Chief Finance Officer, assists in the preparation of and submission the agency's annual budget request.
* Monitors the execution of the agency's budget and provides Senior Leaders with an accurate and timely understanding of respective status of funds/budget status, forecasts of budgetary trends, and recommendations for adjustments as required.
* Prepares written and graphic reports on agency budget activities for both internal and external stakeholders.
* Maintains the agency's accounting records in accordance with the standard operating procedures of the Department of Administration.
* Ensures the agency maintains the highest level of transparency and propriety in all fiscal matters.
* Supervises the agency's accounting of grants and ensures submission of required reports to external agencies on the status and forecast of grant funds. Supervises the preparation of written and graphic reports on agency grants for both internal and external audiences.
* Develops, maintains, and implements a detailed inventory control system.
* Investigates property losses and other inventory discrepancies, reports results, and recommendations to appropriate authorities.
* Performs other duties as assigned.

Minimum and Additional Requirements

Minimum Requirements:

A bachelor's degree in finance, accounting, or business and 3 years of professional experience in related areas such as accounting, auditing, finance, and/or banking. Relevant experience may be substituted in lieu of a bachelor's degree on a year-for-year basis.

Additional Requirements:

* Possesses a mastery-level of knowledge with the State of South Carolina Fiscal Code and South Carolina Enterprise Information System (SCEIS).
* Possesses a working knowledge of the integrated relationship between financial planning, analysis, program and budget planning, and execution.
* Have the ability to proficiently apply mathematical concepts.
* Must have the ability to: plan and implement a financial management program, interpret and analyze complex financial data and reports, plan, assign, review, and supervise the work of others, and communicate effectively orally and in writing.

* Advanced degree highly preferred but not required.
* Financial Management certification highly desirable but not required.
