The primary role of the Development Manager is to maintain responsibility for all facets of a multi-component real estate development project as a member of a management team.

The Development Manager is responsible for ongoing management on behalf of the project owner to ensure that the desired project objectives are achieved. The person in this role must have adequate knowledge and information about the business and the project to be able to make informed decisions. They may be known or sometimes referred to as the Development Manager.

For smaller/straightforward projects the roles of Development Manager and Project Manager may be combined, subject to the proviso that the person taking on the combined responsibilities possesses the requisite competencies, expertise, experience and has the available time and resources. Where roles are combined, it is essential that delegations and responsibilities are clearly understood and do not overlap with other roles. This role description assumes that the roles of Development Manager and Project Manager are separate.

Essential Function:

The Development Manager is responsible for:
  • Identify the resources required to implement the development master plan.
  • Prepare, monitor, and update both master and component sources and uses of funds, cash flow projections, draw schedules and income/expense analysis.
  • Prepare and update master project schedule.
  • Prepare monthly draws from sources of financing.
  • Coordinate internally with accounting and package invoices and contractor pay applications for Development Director's approval.
  • Prepare financing applications and packages for private debt and equity, low-income housing tax credits, tax exempt bonds, and other public and private sources of funds.
  • Assist in closing financing: obtain due diligence, respond to requests for information, coordinate with administrative staff to disseminate information and establish tracking and filing systems.
  • Coordinate financing closings with lenders and their counsel
Knowledge, Skills and Abilities:

The Development Manager should be able to:
  • Review periodic reports from construction managers and other service providers.
  • Supervise and coordinate activity of subcontractors and consultants (architect, engineer, attorneys, etc...)
  • Participate in meetings with client (public housing authority), including regular project management, construction management, leasing, and community meetings.
  • Organize meetings and conference calls.Prepare meeting agendas and post-meeting notes and minutes.
  • Assist in the public approval process (zoning, permits, public hearings).
  • Network effectively, negotiate well and influence people, broker relationships
    with stakeholders within and outside the project.
  • Be aware of the broader perspective and how it affects the project.
The Development Manager, in conjunction with the Construction Manager, has the authority to

Direct the project from conception to conclusion by deciding on types of construction, use of materials, construction schedules, methods, meetings, and budgets.

Minimum Qualifications:
  • EDUCATION and/or EXPERIENCE: bachelor's degree (B.A., B.S., or B. Arch.) in Engineering, Architecture, Building Construction or Business Management from a four-year (five-year in Architecture) college or university; or six to eight years related experience and/or training; or equivalent combination of education and experience.
  • Familiarity with program management, construction management, development, and construction marketing concepts, procedures and terminology are required. A strong background in the composition of reports, proposals, technical correspondent, and documentation is also required. Proficiency in the use of Expedition Management Software, scheduling software, Microsoft Word, and Excel.
