EXAMPLE OF DUTIES
Position Summary
 
Responsible for the overall administration, coordination, and evaluation of the Human Resources function including, administrative policy, recruitment, benefits, compensation, safety, training and development, workers' compensation, employee records management/Human Resources Information Systems, employee and labor relations, and collective bargaining. Serve as member of County's Executive Leadership Team, bringing Human Resources perspective and expertise to discussions on overall County policies and programs.

Essential Functions
  • Supervises assigned employees which includes scheduling and assigning work; mentoring, coaching, and training; developing work plans and reviewing work for completion; evaluating performance and providing necessary feedback to employee; setting work standards; imposing or effectively recommending necessary disciplinary action; responding to grievances; and making or effectively recommending hiring and termination decisions.
  • Develop, implement, and continuously evaluate HR mission, vision, values, goals, and programs.  Monitor and enhance customer service provided by HR Department.  Evaluate and implement changes to HR functions, processes, and procedures.  
  • Provide oversight to all HR programs and functions including recruitment and selection, staffing, benefits administration, employee and labor relations, performance management, risk management, compensation, classification, safety, training, policy development, information and record keeping/processing, and workers’ compensation. Ensure compliance with all Federal, State, and local employment laws.
  • Develops, manages, and monitors the budget for the Human Resources Department.
  • As advisor to County Administration provide HR perspective on discussions or countywide programs and policies. Serve as liaison to county departments regarding HR policies, procedures, practices, and issues. Ensure compliance with relevant laws and regulations.
  • Respond to requests from the media, public, regulatory agencies, and other government jurisdictions for Human Resources related information. Work with County communications team to coordinate media releases.
  • Monitor countywide performance appraisal programs to ensure completion by management staff and consistency of results. Review all performance evaluations to ensure that evaluations are being used as an effective management tool.
  • Oversee and coordinate performance management activities. Counsel employees and managers on performance management issues. Assist supervisors with developing performance management strategies for specific situations (e.g., work plans, disciplinary actions, etc.).
  • Monitor and facilitate employee relations issues and counsel management accordingly. Conduct or participate in pre-disciplinary fact-finding and disciplinary hearings. Draft or assist supervisors in drafting disciplinary letters.
  • Research, develop, implement, and evaluate employee compensation and recognition programs and develop relevant programs and policies. Oversee compensation studies. Approve requests for compensation-related actions that deviate from policy, collective bargaining agreements, or accepted practice.
  • Respond to complaints regarding protected class harassment or discrimination.
  • Develop bargaining strategy, proposals, and serve as the county’s main contact or chief negotiator in collective bargaining unit. Oversee costing of proposals. Provide bargaining updates to County Administration and facilitate discussion to obtain Board approval for strategy. Prepare and assist County Attorney or contracted attorney with preparing for interest arbitration.
  • Administer collective bargaining agreements. Interpret contract provisions and apply to specific situations. Respond to questions from managers and employees regarding contract provisions and application. Act as liaison with union representatives to resolve labor/management issues.
  • Respond to grievances or assist supervisors/managers with grievance responses. 
  • Consult with legal counsel as appropriate, and/or as directed by the County Administration on personnel matters.
  • Conduct special projects as assigned by the County Administration.
  • Represents the county by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and delivers the best service possible in a respectful and patient manner. 
  •  Oversees the contractor/vendor insurance of contractors, vendors and consultants doing business with the County to ensure compliance with contractual language.
  • Oversees the research, evaluation, and recommendations and production of data reports regarding risk management, loss control and claims by analyzing causes, patterns or trends of incidents and claims.
  • Assists other staff in the performance of their duties as assigned.
  • Determines eligibility, assists in curriculum development, and orders appropriate materials and supplies for the county Leadership Academy.
  • Maintains regular job attendance and adherence to working hours.
  • Operates a motor vehicle safely and legally. 
  • May provide training and orientation to newly assigned personnel.
  • Performs other related duties as required/assigned.
  • During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.

MINIMUM QUALIFICATIONS
Minimum Qualifications
  • Bachelor’s degree in Human Resources, Business Management, Public Administration, or other related field from an accredited school, including education or training in specific Human Resources topics and law (e.g., ADA, FMLA, FLSA, etc.) and a minimum of eight years of professional level experience in Human Resources, four of which must be in a Human Resources Management position.
  • Preferred qualifications include, supervisory responsibilities in a local government environment, Senior Professional in Human Resources (SPHR) certification, NPELRA Certified Labor Relations Professional (CLRP) and SHRM Senior Certified Professional (SHRM-SCP) certification, master’s degree, and demonstrated experience with implementing a high-performance organizational culture and effective organizational development.
  • Possession of or ability to obtain a valid Florida driver's license.

Knowledge, Skills and Abilities
  • Extensive knowledge of the principles and practices of personnel administration. General knowledge of current techniques, practices, and principles in all aspects of personnel management, including labor relations; organizational design and behavior, theories of supervision.
  • Thorough knowledge of all Federal, State and Local legislative, regulatory and judicial requirements applicable to the areas of human resources management described above.
  • Takes the leadership role in the development of human resources and risk management policies, procedures, programs (i.e., EEO, ERISA, FLSA, FMLA, COBRA, and ACA) and oversees their interpretation and implementation.
  • Skill in communicating effectively in oral and written form; presenting facts and recommendations to top management, public groups, and Boards, verbally and in writing using the English language fluently; presenting to large audiences. Demonstrated skill in proficiently using the tools and equipment listed.
  • Ability to develop long-term plans and programs and to evaluate work accomplishments; apply and adapt practices and techniques to the special requirements of senior management; interpret and apply federal, state, and local policies, procedures, laws and regulations; read, analyze, and interpret professional and technical journals, reports, and legal documents; apply generalized theory to specific situations; select, supervise, train, and evaluate assigned staff; prepare and analyze comprehensive reports; carry out assigned projects to their completion; and, establish and maintain effective working relationships with employees, management staff, and the general public. Communicate effectively, verbally and in writing; understand and carry out written and oral instructions; establish and maintain effective working relationships with employees, other departments, and the public; operate computers for data entry.

Work Environment
In the performance of the job duties, the employee will be working in an office environment under usual office working conditions. Work may also be performed in meeting settings in offices, conference rooms, and public spaces. The noise level in the work area is typical of most office environments, with telephones, personal interruptions, and background noises. Evenings and weekends may be required.
