Job Summary

The Human Resources Director will be responsible for the overall administration, coordination, and evaluation of the Human Resources function, including administrative policy, recruitment, benefits, compensation, safety, training and development, workers' compensation, employee records management, and employee and labor relations.

Key Responsibilities
  • Supervise and manage a team of HR professionals, including scheduling, assigning work, mentoring, coaching, and training.
  • Develop, implement, and continuously evaluate HR mission, vision, values, goals, and programs.
  • Provide oversight to all HR programs and functions, including recruitment and selection, staffing, benefits administration, employee and labor relations, performance management, risk management, compensation, classification, safety, training, policy development, information and record keeping/processing, and workers' compensation.
  • Develop and manage the budget for the Human Resources Department.
  • Advise County Administration on HR-related matters and serve as a liaison to county departments.
  • Respond to requests from regulatory agencies and other government jurisdictions for HR-related information.
  • Monitor and facilitate employee relations issues and counsel management accordingly.
  • Develop and implement employee compensation and recognition programs.
  • Administer collective bargaining agreements and interpret contract provisions.
  • Consult with legal counsel as appropriate and conduct special projects as assigned by County Administration.
Requirements
  • Bachelor's degree in Human Resources, Business Management, Public Administration, or other related field from an accredited school.
  • Minimum of five years of professional-level experience in Human Resources, with three years in a Human Resources Management position.
  • Preferred qualifications include supervisory responsibilities in a local government environment, Senior Professional in Human Resources (SPHR) certification, and master's degree.
Knowledge, Skills, and Abilities
  • Extensive knowledge of personnel administration principles and practices.
  • Thorough knowledge of Federal, State, and Local legislative, regulatory, and judicial requirements applicable to human resources management.
  • Ability to communicate effectively in oral and written form and present facts and recommendations to top management, public groups, and Boards.
  • Leadership skills, including creating a high-performance work culture and promoting leadership, management, and technical skills for self and other employees.
Physical Requirements
  • Sedentary work, with occasional lifting, carrying, pushing, and pulling.
  • Good eyesight for production or safety of self and others.
