Position Overview: We are seeking an experienced Director of Human Resources to oversee the operational management of our HR function. This role requires a strategic thinker with a proven track record in HR management, capable of leading a team, implementing effective HR practices, and driving organizational success. The ideal candidate will have at least 8 years of experience in operational HR management and a strong ability to align HR strategies with business goals.

Key Responsibilities:

  • Implement and monitor HR policies and procedures, that support the Agency’s objectives, implements efficiencies, promotes a positive work environment and ensures alignment with legal requirements and best practices.
  • Lead, mentor, and manage the HR team to ensure effective execution of HR policies, processes and initiatives.
  • Evaluate and if necessary revamp the recruitment process to ensure ongoing communications with the hiring departments and that vacancies are kept to a minimum.
  • Support employee retention through an ongoing educational campaign to make employees aware of critical benefits, including medical and dental and 401k.
  • Assess and if necessary revise the agency’s approach to the administration of workers’ compensation to ensure cost containment measures are in place.
  • Manage and mitigate HR-related risks through proactive risk management strategies
  • Analyze HR metrics and prepare reports to inform decision-making and continuous improvement.

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field required; Master’s degree or HR certification (e.g., SHRM-SCP, PHR) preferred.
  • Minimum of 8 years of experience in HR management, with a focus on operational functions.
  • Proficiency in ADP Workforce Manager and Workforce Now systems, as well as MS Office Suite.
  • Strong knowledge of employment laws, regulations, and best practices.
  • Proven leadership skills with experience in managing and developing HR teams.
  • Excellent interpersonal and communication skills.
  • Exceptional problem-solving and decision-making abilities.
