Job Description Summary

Enterprise Advisors, Director, Community Resilience (Economy, Climate)

Enterprise Advisors (Advisors) is the mission-based consultancy of Enterprise, focused on delivering capacity building and technical assistance in partnership with Federal agencies, units of local government, public housing authorities, nonprofit organizations, philanthropy, and others. We work with partners to improve the capacity, outcomes and impacts of community development and housing programs and organizations nationwide so that all people have a place to live, grow and thrive. We seek to advance racial equity and dismantle the enduring legacy of systemic racism in housing and community development both through and within the work we do. Our team includes over 30 professionals across the country and is growing.

Communities across the country face a variety of climate and economic hazards. These hazards—from hurricanes to the loss of a major employer—can be foreseeable or unpredictable, natural or human-made, acute or long-term, local or global. Housing & community development, land & zoning, economic and housing planning, policies, historical investments and practices have contributed to the uneven distribution of risks and disproportionate impact of these hazards—hitting the most divided, marginalized, and distressed communities hardest. Conversely, these same tools can increase a household’s and a community’s resilience—strengthening their ability to assess, prepare for, and mitigate risks; adapt to changing conditions; and withstand or quickly recover from the disaster or disruptions climate and economic hazards can cause. Advisors’ Community Resilience practice area works to strengthen the resilience of communities that are most vulnerable to and impacted by climate and economic hazards.

Advisors seeks a Director of Community Resilience to lead a portfolio of work focused on either economic resilience or climate resilience. This position may be based in any of the following locations: Washington, DC; Boston, MA; Atlanta, GA; Cleveland, OH; Chicago, IL. Candidates based in Washington, DC are preferred.

Job Description

Responsibilities:

  • Manage a portfolio of work and staff within the Community Resilience practice area, focused on either economic resilience or climate resilience.
  • Serve as a subject matter expert on economic resilience or climate resilience.
  • In collaboration with Advisors’ Leadership and other Advisors staff, develop the Community Resilience (Economy or Climate) body of work, including but not limited to:
    • Developing and refining overall strategy, including goals and priorities for the body of work, services offered, approaches, etc.
    • Identifying, cultivating, and responding to business development opportunities from public, private, and philanthropic partners.
  • Supervise 3-5 staff members and support their professional development.
  • Lead and manage technical assistance assignments and other projects (e.g., scoping, defining the approach and team, budgeting, selecting and managing the project team, reviewing products and ensuring the project aligns with Enterprise’s mission and our partners’ needs).
  • Serve as a team member on technical assistance assignments and other projects.
  • Build and maintain relationships with clients, funders, subcontractors, partner organizations, and other teams within Enterprise.
  • Review and provide feedback on work products and approaches by other staff and subcontractors to provide insight, support staff development, and to ensure quality control and performance management.
  • Engage with and/or represent Enterprise with industry peer groups.
  • Inform the development or refinement of Enterprise Advisors strategy, policies, and procedures.
  • Perform other duties as assigned.
  • Travel to out-of-town work assignments and team meetings, as required.

Qualifications:

  • A bachelor’s degree required, graduate degree in a related field preferred.
  • A minimum of ten (10) years of relevant experience required. A graduate degree may substitute up to three (3) years of required experience.
  • A minimum of five (5) years demonstrated ability to manage staff and teams, and support professional development required.
  • Experience working with or delivering technical assistance/consulting services to local governments; working with disadvantaged communities (e.g. Justice40 communities), and/or fiscally distressed local governments preferred.
  • Excellent grammar, editing, and proofreading skills to produce high-quality written products.
  • Strong communication skills with the ability to clearly and concisely express thoughts and ideas verbally and in writing.
  • Strong organizational skills, with the ability to manage and prioritize multiple, complex activities and responsibilities while meeting deadlines.
  • Demonstrated strong initiative and ability to proactively identify needs and solve problems.
  • Experience cultivating effective working relationships with diverse partners and clients.
  • Experience developing and/or implementing strategies for inclusive stakeholder and community engagement.
  • Familiarity with how climate risk and resilience relate to economic risk and resilience.
  • To qualify with a focus on Climate Resilience, candidate also must:
    • Demonstrated understanding of and experience assessing existing and projected climate risk.
    • Experience conducting climate risk assessments; climate resilience planning; and climate mitigation, resilience, and/or adaptation strategies, especially as they relate to housing and community development and/or land use and zoning.
    • Demonstrated deep understanding and familiarity with the funding and financing opportunities available to communities to advance climate resilience.
    • Demonstrated experience partnering with or working for relevant federal partners, such as HUD, DOE, EPA, FEMA, or others.
    • Demonstrated experience working with partners in climate resilience industry and with partners on housing and community development efforts.
  • To qualify with a focus on Economic Resilience, candidate also must:
    • Demonstrated deep understanding of the challenges and opportunities facing economically distressed and disinvested communities.
    • Experience working with and for economically distressed and disinvested, marginalized, and/or divided communities.
    • Experience with conducting economic risk assessments and with developing economic recovery, resilience, and development plans and strategies, especially as they relate to housing and community development and/or land use and zoning.
    • Demonstrated deep understanding and familiarity with the resources available to distressed and disinvested communities to advance economic resilience.
    • Demonstrated experience partnering with or working for relevant federal partners, such as HUD, SBA, EDA, DOL, Commerce, or others.
    • Demonstrated experience working with partners in economic development industry and with partners on housing and community development efforts.

The base salary for this role is $125,000 to $143,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
