The Department of Energy's (DOE) Office of Fossil Energy and Carbon Management - Headquarters is looking for a dynamic, innovative, seasoned executive to lead research and development programs related to activities that involve the environmentally sustainable production and use of oil and natural gas resources, developing new technologies to reduce or eliminate methane emissions across the natural gas supply chain and improving critical mineral economics.

As the Director Office of Research and Development you will:
PRE-HIRING REQUIREMENTS: This is a permanent position in the SES. Unless you are already a member of the SES with career status or are a graduate of an Office of Personnel Management (OPM) certified SES Candidate Development Program, your executive qualifications must be approved by OPM before you can be hired. If you are selected, you will be required to prepare your executive core qualification (ECQ) narrative for OPM submission.
CITIZENSHIP: You must be a U.S. Citizen or National.
BACKGROUND INVESTIGATION: You must pass a background investigation.
PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, you will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.
SECURITY CLEARANCE: You must be able to obtain and maintain a DOE Q-level security clearance.
DRUG TESTING: As a condition of appointment to this position, if you are selected, you will be required to pass a drug test. If you fail to take the test or fail the test, you will no longer be considered for the job.
PROBATIONARY PERIOD: You must complete a one-year SES probationary period.
SELECTIVE SERVICE: If you are a male born after December 31, 1959, you must be registered with the Selective Service registration.
MOBILITY: A mobility agreement may be required based on mission needs.
E-VERIFY: New employees will be required to pass the employment verification check.
QUALIFICATIONS: Your resume must describe your executive core qualifications (ECQs) and experience, technical qualifications and give a synopsis of your accomplishments. Do not include a separate ECQ narrative. Additionally, Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate document.
EXECUTIVE CORE QUALIFICATIONS: The five ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether you have the broad executive skills needed to succeed in a variety of SES positions.
- Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.
- Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
- Results Driven: Ability to meet organizational goals and customer expectations and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
- Business Acumen: Ability to manage human, financial, and information resources strategically.
- Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, a separate document must be uploaded addressing each MTQ listed below. No more than one page per MTQ is allowed; additional information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Your leadership and management skills must be addressed in the MTQs listed below.
Failure to submit a document addressing each MTQ will result in your application to be deemed incomplete and not be considered.
MTQ 1: Demonstrated experience leading and directing the management of an oil, natural gas, or critical minerals and materials (CMM) research and development program and/or an oil, natural gas, or critical minerals operational organization in industry or government, to include demonstrated expertise and knowledge of the technologies and market dynamics of the oil, natural gas, and/or critical minerals sectors.
MTQ 2: Demonstrated ability to lead and direct a large research and development (R&D) program, including the establishment of strategic plans and achievement of long-term organizational objectives; and to effectively navigate and articulate those objectives with senior level government officials or executives, functional and program managers, technical subject matters experts, industry, Congress, state and tribal representatives, and other stakeholders.
MTQ 3: Demonstrated knowledge, experience, and ability to manage the budgetary, programmatic, and personnel aspects of a technical office, including the development, justification, defense, and execution of annual strategies, budgets, and spend plans; oversight of project execution; and the identification of staffing requirements to achieve organizational objectives.
