PATH seeks a Monitoring, Evaluation, and Learning (MEL) Director for the global USAID-funded Integrating HIV Services into Primary Health Care (INTEGRATE) Project. The purpose of INTEGRATE is to contribute to sustaining the gains in the HIV response and enable pandemic preparedness and resilience in the face of other health threats by integrating current HIV systems for prevention, care, and treatment services into existing country health systems and primary health care platforms, in alignment with country priorities.


The MEL Director will be responsible for a wide variety of activities related to collating, managing, packaging, and disseminating key information and resources to help measure project progress and advance project learning goals. S/he will help prioritize topics for learning and engagement, and will synthesize and package this evidence into accessible learning products and tools that will be shared with partners, staff, and external stakeholders. S/he will create and support a learning community and leverage platforms that connect implementing partners to each other and to relevant HIV, primary health care, and health systems strengthening technical expertise.


Please note this position is contingent upon award to PATH and approval from USAID.


Responsibilities:

  • Provide technical leadership and support for MEL, and knowledge management.
  • Ensure integration of MEL activities into all project components.
  • Oversee core MEL team to collect, report, and analyze information to monitor and evaluate progress towards project indicators, annual work plans, and expected outputs, and use those data to improve project performance.
  • Assist the Project Director and Technical Director in the preparation of work plans and selection of indicators with a view towards the project's MEL requirements.
  • Coordinate the preparation of all quarterly progress reports, annual project report, inception report, ad-hoc technical reports, and success stories for USAID funding in line with the required formats, and ensure timely and complete reporting from in-country implementing.
  • Ensure timely and complete reporting from partners in accordance with approved reporting formats.
  • Monitor and evaluate progress towards annual work plans and expected outputs, including selecting and monitoring progress in meeting key performance indicators, and ensuring use of the data to improve project performance.
  • Adapt and implement tools and techniques to improve the quality and use of data for decision making.
  • Coordinate preparation of all quarterly and annual project reports, inception report, ad-hoc technical reports, and success stories for USAID funding in line with the required formats.
  • Compile information on lessons learned and expertise within and outside the project.
  • Engage partners and learning champions - work with program managers, project partners, technical experts, and learning champions to expand various online/in-person learning and knowledge sharing activities.
  • Provide support to institutional and human capacity building activities at the regional and local levels for project activities.
  • Identify and curate content and evidence. Research, design and implement strategies including developing face-to-face and online meetings. Research and create technical materials such as articles, blogs and post-event learning resources. Review technical materials developed by others to ensure accuracy and relevance.
  • Maintain professional relationship with USAID, represent PATH and participate in professional conferences, technical meetings and working groups.
  • Mentor and guide project MEL teams across geographies and the PATH PHC portfolio.


Required Skills and Experience:

  • Master's degree or higher in public health, international development, or a related field.
  • At least 10 years of experience managing MEL, knowledge management, and program learning components of donor-funded programs required; knowledge in collaborating, learning, and adapting concepts to health projects preferred.
  • Experience leading multi-country MEL for USAID-funded programs required; experience tracking PEPFAR indicators preferred.
  • Extensive experience in knowledge management, organizational and program learning, and a well-developed capacity to design and deliver high quality knowledge management programs, including supporting communities of practice and learning agendas.
  • Demonstrated research experience and skills, complemented by experience in collaborating with varying types of partners.
  • Proven ability to facilitate skillfully in a variety of settings including face-to-face learning events, webinars, peer assists, technical advisory groups and other platforms.
  • Familiarity with Collaborating, Learning, and Adapting approaches. Ability to synthesize analysis into narrative for learning products, publications and materials for dissemination to broader audiences.
  • Knowledge of and experience in training and capacity building.
  • Expertise in qualitative and quantitative research methods.
  • Experience establishing data quality assurance systems.
  • Excellent planning and data analysis and presentation skills.
  • Experience living in and working in developing country settings preferred.
  • Demonstrated management, leadership, decision-making, and interpersonal skills.
  • Full professional proficiency in English, with excellent oral and written communications skills and demonstrated track record of producing high quality, well-written deliverables in a timely fashion.
  • Ability to interact professionally in French and/or Portuguese an advantage.
  • Available to travel nationally and internationally up to 25%.
