Job DescriptionJob Description

MWH Constructors, an industry leader in the heavy civil construction of water and wastewater facilities, is currently seeking a Compliance Specialist to support the construction of a Water Treatment Plant located in Portland, OR. This project will be the first of its kind in, scheduled to break ground in Summer of 2024 and ultimately supplying 135 million gallons of water a day to the Portland community by Fall of 2027. This position is a great opportunity to be a part of a historic infrastructure and filtration project and see it through the entire project delivery life cycle, from groundbreaking to closeout.

The Compliance Specialist focuses on ensuring compliance with certified payroll requirements and overseeing diversity program initiatives, including COBID (Certification Office for Business Inclusion and Diversity), RWEA (renewable Energy Workforce Alliance), and DBE (Disadvantaged Business Enterprise) tracking and verification. The ideal candidate will have a strong background in regulatory compliance, payroll management, and diversity program administration.

Essential Functions

  • Certified Payroll Compliance
    • Ensure accurate and timely submission of certified payroll reports in accordance with federal, state, and local regulations.
    • Review and verify payroll records for compliance with prevailing wage laws and other statutory requirements.
    • Conduct regular audits of payroll records to ensure compliance and identify any discrepancies or issues.
  • COBID, RWEA, and DBE Compliance
    • Oversee the tracking and verification of COBID, RWEA, and DBE certifications for contractors and subcontractors.
    • Maintain up-to-date records of all certified businesses and ensure compliance with applicable diversity program requirements.
    • Work closely with project managers and procurement teams to ensure the inclusion of certified businesses in bidding and contract award processes.
  • Reporting and Documentation
    • Prepare and submit required reports to regulatory agencies, clients, and internal stakeholders.
    • Maintain comprehensive and organized documentation of all compliance activities, audits, and findings.
    • Develop and implement processes to streamline compliance reporting and documentation.
  • Training and Support
    • Provide training and support to internal teams and external partners on certified payroll, COBID, RWEA, and DBE compliance requirements.
    • Serve as the primary point of contact for compliance-related inquiries and issues.

Basic Qualifications

  • Bachelor's degree in accounting, Business Administration, or a related field; equivalent experience may be considered.
  • Minimum of 3 years of experience in payroll compliance, regulatory compliance, or a related field.
  • Strong knowledge of certified payroll requirements, prevailing wage laws, and diversity program regulations (COBID, RWEA, DBE).
  • Excellent analytical, organizational, and problem-solving skills.
  • Proficient in Microsoft Office Suite, with advanced skills in Excel.
  • Experience with compliance tracking systems.
  • Exceptional communication and interpersonal skills, with the ability to work collaboratively with diverse teams.
  • Certified Payroll Professional (CPP) or similar certification.
  • Experience working in the construction industry.
