SUMMARY: The Director of Safety is the senior safety risk manager for Civil Air Patrol (CAP), ensuring that CAP’s health and safety requirements are implemented as part of a robust safety management system (SMS). The Director of Safety engages, motivates, influences, and advises CAP members and staff to implement the SMS to build a safety culture committed to reducing injuries and illnesses and damage to aircraft, vehicles, facilities, and similar large assets. The position requires close collaboration with functional areas including, but not limited to, Operations, Cadet Programs, Aerospace Education, Logistics, Legal, and Membership.

ESSENTIAL DUTIES:

  • Advises on policies pertaining to safety risk management and develops procedures and directives in support of CAP Safety Risk Management.
  • Develops, manages, maintains, and evaluates CAP’s SMS.
  • Builds and maintains support for and collaboration with CAP Health Services and Chaplain Corps as partners in CAP’s SMS.
  • Provides guidance, direction and support to CAP Chiefs, Directors, and Program Managers responsible for safety enhancements in each of CAP’s mission, operational, and program areas.
  • Directs and coordinates the development, implementation, and sustainment of a comprehensive safety training program to ensure CAP members receive the education and training needed to reflect CAP’s ideal safety culture in all CAP functions.
  • Responsible for oversight and assessment of all required components of the SMS to ensure effectiveness of risk management practices at all levels.
  • Formulates and manages the annual safety budgets.
  • Provides support services via phone or e-mail to CAP members through advice and counsel on safety issues.
  • Directs and coordinates the design, update, and maintenance of safety-related web and social media content and SharePoint pages.
  • Designated CAP point of contact for all safety-related correspondence, meetings, and inquiries with federal agencies (e.g., Federal Aviation Administration, National Transportation Safety Board, etc.).
  • Represents CAP on safety-related government- and industry-led working groups and committees.
  • Assesses trends in safety occurrences and hazards and develops safety messaging to ensure CAP members are aware of potential areas of increased risk
  • Recommends mitigating actions and risk controls and facilitates proper prioritization of assets geared toward minimizing unnecessary risk to CAP members and equipment.
  • Responds to notifications of occurrences involving government reportable accidents and incidents, death and/or serious injury/illness, and coordinates with government investigative agencies and equipment manufacturers during investigations.
  • Complies with and meets all safety-related goals, objectives, metrics, and reporting requirements in the CAP Strategic Plan and CAP’s Cooperative Agreement and Statement of Objectives.

SUPERVISORY RESPONSIBILITIES:

  • Supervises a team of paid and volunteer staff members responsible for providing safety risk management capabilities to support CAP’s goals in alignment with the mission-vision and core values.
  • Provides strategic leadership and coaching to all staff teams; empowers staff, manages performance, activities, and priorities while fostering an environment of collaboration, innovation, and excellence.

The ideal candidate must possess:

  • Bachelor’s degree in a safety-related field and one year of safety-related work experience or an equivalent combination of education and experience as follows:
    1. Three years of education or certification training in a safety-related field plus three years of safety-related work experience.
    2. Two years of education or certification training in a safety-related field plus five years of safety-related work experience.
    3. One year of education or certification training in a safety-related field plus seven years of safety-related work experience.
    4. Nine years of safety-related work experience.
  • Working knowledge of data analysis applications such as Microsoft Excel, Power BI, or similar is preferred.
  • A commercial pilot certificate is preferred but need not be current.
  • Strong analytical skills, with the ability to synthesize quantitative and qualitative data from various sources and generate insights and recommendations.
  • Exceptional communication skills, with the ability to articulate complex ideas clearly and persuasively to a broad scope of audiences.
  • Working knowledge of Human Factors Analysis and Classification System (HFACS) is highly desired.
  • Strong interpersonal skills, with the ability to collaborate with people at all levels of the organization and across various backgrounds, perspectives, and lived experiences.
