A-G Associates currently manages the technical tasks supporting the Department of Veterans Affairs’ (VA) 2018-2028 National Strategy for Preventing Veteran Suicide. Referred to as “Project Safeguard”, the multi-year contract which started in 2023 addresses three of the four priority actions specified in the White House Plan for Reducing Military and Veteran Suicide: Advancing a Comprehensive, Cross-Sector, Evidence-Informed Public Health Strategy.


Mobilizing and providing technical direction for a team of 10 industry partners and over 100 subject matter experts under this contract, the A-G Team is utilizing a public health approach to assess current industry and VA best practices, enhance promising practices to fit the context of Veterans’ care needs, and develop new, innovative approaches to address gaps. The A-G Team works daily with executives and subject matter experts in VA’s Office of Suicide Prevention as a trusted Industry Partner. Our team is in the process of identifying evidence-based and emerging best practices, assessing the current and future states of a robust, industry-leading suicide prevention program explicitly geared to Veterans, and compiling data that will be the basis of a robust Feasibility Analysis and Implementation Plan that can further the VA’s goals of establishing a trusted legacy of care for our nation’s finest volunteers.


Central to the output of this project is the development of a Feasibility Analysis and Implementation Plan for broad implementation of Evidence-Based suicide risk assessment and safety planning within VA and community-setting emergency care settings (emergency transport, urgent care, and emergency departments) throughout the US. The analysis will include evaluation of ways in which federal policy and funding may be implemented to reinforce wide-scale system and process improvements. Among the 10 major initiatives are: development and execution of an outreach and communications plan for lethal means safety education; inclusion of critical social determinants of health as predictive factors; general and clinical education programs; process improvements for managing Veterans seeking crisis care and requiring safety planning; access to care management and technology improvements; and strengthened VA-community capacities for educating, partnering, studying, and communicating effectively across multiple lanes of effort, partnerships, and settings.


To test the programs being developed, the A-G Team and its partners will conduct pilots at a number of VA locations, incorporating VA medical center facilities and local community behavioral health clinics, Veteran Serving Organizations, and other crisis service organizations. We refer to these pilot locations as Flagship Pilots.

The Transformation/Implementation Consultant will lead a multi-disciplinary team of consultants assigned to one or more Flagship Pilots. As such, the Transformation/ Implementation Consultant will provide leadership and direction for the team to:

  • Assess needs (current state)
  • Plan for the future (future state)
  • Define objectives?to achieve the desired future state
  • Outline strategies to achieve the objectives
  • Identify implementation facilitators and barriers
  • Develop plans for implementation success and sustainment
  • Evaluate transformation/implementation effectiveness

The Transformation/Implementation Consultant will develop and sustain the necessary relationships at the Flagship Pilot locations to ensure collaboration with the local Medical Center managers and key staff and local community providers and leaders. The Transformation/ Implementation Consultant will help ensure success of the pilots, and to identify areas which may be needed to ensure adoption of transformative ideas, evidence-based practices, and innovations for in the future. The Transformation/Implementation Consultant will play a central role in developing the Feasibility Analysis and Implementation Plan (FA&IP) Report for the assigned Flagship Pilot(s).

Demonstrated experience in Public Health transformation and innovation, implementation science, behavioral health, Veterans health care, and/or similar projects is preferred. The Transformation/Implementation Consultant may have advanced degree(s) at the Masters or Doctoral level, preferably in the following fields:

  • Organizational Behavior

  • Marketing
