ESSENTIAL FUNCTIONS

Technical Support & Analysis:

Conducts engineering review and approval of commercial and residential project plans and construction drawings during the initial infrastructure installation phase; insures compliance with City and state codes and standards; screens for traffic and parking issues, drainage and onsite detention issues; rights of way issue and special requirements of city council and planning commission actions (annexations, zone changes, special use permits, etc.). Coordinate with developers, consultants, outside agencies and city staff by attending meetings, explaining the City's position, evaluating other party's needs and preparing written and verbal presentations. Monitors consultant activities and work to assure compliance with City requirements and assures timely completion of projects.

Coordinates a variety of operations and activities undertaken by engineering staff related to traffic and signalization project design and management, infrastructure analysis and public works systems; coordinates project priorities; prepares engineering reviews and reports for proposed projects and developments; completes preliminary design of utility systems; aids in establishing city master plans for various utility systems. Works with City water modeling to update model and provide feedback on system requirements. May perform periodic public works inspections to assure compliance with material specifications and work quality. Conducts traffic studies to support public safety enforcement and compliance with state and local codes; conducts traffic studies to support project design projections.

Reviews capital project plans to determine compliance with established public works policies, rules, regulations, ordinances, etc. Assists with various aspects of project management for capital projects including scheduling; insures adherence with established standards and work plans, processes and procedures; coordinates legal activities and requirements; prepares change orders; monitors engineering consultant activities and contractor work to assure compliance with standards and contract specifications; assures timely completion; conducts and coordinates project inspections.

Develops rough drafts, maps, designs, and prints of projects; prepares legal descriptions of properties and submits to the county for recording; prepares road projects according to city standards and as required by law preparatory to being bid by contractors; prepares construction bid specifications; checks bids by contractors and prepares abstracts of bids.

Prepares preliminary streets, water, and sewer and related infrastructure designs; makes calculations requiring arithmetic, trigonometry, and algebra; performs field and/or site reviews to gather project information to assure accurate calculations, charts, maps, etc.; creates drawings from survey data using computer aided design software (AutoCAD).

Prepares reports, letters, and analysis using word processing, database and spreadsheet programs; uses computer programs, such as GIS, to manage data and simulation programs for the analysis, studying and modeling of infrastructure systems. Performs related duties as required.

Administrative Support: Coordinates various WFRC committees, subcommittees and task forces; directs specialized committees, such as air quality. Serves as liaison with federal, state, county, and local jurisdictions; represents the city as staff to various commissions and task forces; prepares various reports, projections, and evaluations as required; provides input to city council and committees as required.

Performs various management systems duties; conducts technical research on various transportation, transit, and highway issues; gathers data for publication of material to educate and inform officials and the general public.

Stakeholder Support: Represents the agency on UTA & UDOT project development teams; provides planning level information and data to the project.

Performs related duties as required.


MINIMUM QUALIFICATIONS


  1. Education and Experience:

  1. Graduation from college with bachelor's degree in in environmental, traffic-civil engineering or related field;

and

  1. Four (4) year of technical experience directly related to above duties, engineering design, project management, public works inspection, or surveying and computer aided design.

  1. An equivalent combination of education and experience.

  1. Knowledge, Skills, and Abilities:

Some knowledge of Generally-accepted good engineering practices in the civil engineering disciplines of hydraulics, hydrology, transportation, structures, and soils. Excellent oral and written communication. Working knowledge of AutoCAD and Civil 3D. Construction drawings and specifications, mathematics, algebra, and trigonometry, drafting procedures; computeraided designing, drafting and plotting instruments. Technical expertise, but has the ability to see the big picture. Project planning, scheduling and control. Enthusiastic, driven, hard-working, and approachable by citizens, staff and council. Assist in establishing an atmosphere of trust, mutual respect, and cooperation.


Some skill in the art of diplomacy and cooperative problem solving; leadership and organizational behavior management; establishing and maintaining effective working relationships with State, Federal, and other local officials, elected officials, subordinate staff, and agency customers; the operation of basic office equipment; technical writing.


Ability to to read and interpret engineering construction drawings, surveys, plats, engineering studies and technical reports, design manuals, codes, and regulations; Communicate with others and to assimilate and understand information, in a manner consistent with the essential job functions; Prioritize a complex set of work objectives, maintain several concurrent projects and responsibilities; Develop, maintain, and manage a team of professionals to achieve goals, projects deadlines and objectives; Work in an office environment as well as outside in the field; Interpret plans and specifications; To receive, deliver, and explain oral and written instructions; Exercise initiative and sound judgement and react resourcefully under varying stressful situations; Communicate effectively with the public under potentially adverse circumstances and to work well with others; Follow City policy; Concentrate on the completion of assigned tasks accurately, and accomplish the completion of duties in a timely manner; Utilize computers and other electronic devices in accomplishing tasks; Be approachable by the public, other City staff, elected officials, and appointed official; Enthusiastic, driven, hard-working, and approachable by citizens, staff and council operate personal computer (windows) in utilizing various programs to produce or compose formal documents, reports and records; communicate effectively verbally and in writing; Develop effective working relationships with executive management, elected officials, supervisors, fellow employees, and the public.


  1. Special Qualifications:

Must possess a Utah Professional Engineering (PE) License or have the ability to obtain within 6 months.


  1. Work Environment:

Typical office setting with typical climate controls. Tasks require a variety of physical activities such as walking, standing, stooping, sitting, reaching, which do not generally require muscular strain. Job functions normally require talking, hearing and seeing. Common eye, hand, finger dexterity required for most essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, complex thinking and creative problem solving. Periodic travel may be required of the position.
