The Director of Individual Homeless Services will be responsible for development and oversight of all Individual Homeless services and programming. The Director will also be responsible for community coordination for services provided to Individuals who are experiencing housing instability and homelessness.

Essential Duties and Responsibilities include but are not limited to the following:

  1. Develop and implement essential programming for individuals experiencing housing instability.
  2. Collaborate and build partnerships with community stakeholders focused on homeless resources.
  3. Develop goals and outcomes measures.
  4. Oversee and monitor access to homeless services in the North Region of the Balance of State CoC
  5. Track data within agency database and report monthly outcomes and data measures.
  6. Complete and submit necessary reports to funders and community
  7. Manage Agency Homeless Management information System (HMIS) as the Site Admin to make sure all HMIS reporting across the agency is in compliance.
  8. Work with CTI Planning department to identify funding resources and submit grant award. Applications.
  9. Develop, coordinate, and implement transitional and emergency housing programming for homeless individuals.
  10. Implement and ensure compliance with funding and agency standards.
  11. Advocate for Homeless Individual programming in the community and Commonwealth.
  12. Attend community meetings including but not limited to:
    1. Balance of State CoC
    2. Housing Benefits,
    3. Merrimack Valley Consortium
    4. Lowell Hunger and Homeless
    5. Lowell Homeless Task Force
    6. and other advocacy group meetings.
  13. Follow customer service protocols and maintain consistent and professional relationships with Housing Providers and Program Participants at all times.
  14. Attend meetings and training as necessary.
  15. Respond to all correspondence in a timely manner.
  16. Manage the on-call schedule and be in the on-call rotation.
  17. Perform other related duties as assigned.

QUALIFICATIONS:

  • Familiarity with HUD/DHCD housing program regulations and eligibility requirements preferred.
  • Excellent organizational skills with the ability to manage on-going projects concurrently.
  • Collect and analyze financial and other data following guidelines to determine eligibility.
  • Proficiency in math, Microsoft Office or similar technology required
  • Strong interpersonal, oral and written communication skills. Good negotiation and customer service skills.
  • Sensitivity to the needs of diverse, low income populations. Ability to manage several tasks at once.
  • Sound judgment, demonstrated ability to handle emotionally stressful situations and manage conflict.
  • Outstanding communication skills and the ability to work proactively and independently in a diverse environment
  • Ability to maintain confidentiality.
  • Ability to meet deadlines and work under pressure.
  • Desire to work with low income, culturally diverse, and at-risk families and individuals.
  • Bi-lingual skills (English/Spanish or English/Khmer) preferred.
