Under the direction of the Contracts Supervisor, the Procurement & Contracts
Assistant I is a journey-level classification within the Procurement and Contracts support series. The Procurement & Contracts Assistant I works with San Joaquin Regional Rail Commission (SJRRC) staff to ensure agency procurements and contracts are in accordance with established guidelines and SJRRC's adopted Procurement Manual. The position is responsible for performing a variety of tasks required for public procurement of goods and services and proper disposal of assets. The tasks are sometimes confidential or complex in nature and must be performed in a manner that ensures the efficient and proper expenditure of public funds.


As experience is gained, assignments become more varied, complex, and difficult. Supervision and frequent review of work will lessen as the incumbent demonstrates the skill level to perform the work independently.


Positions at the first level typically perform most of the duties required of the positions at the second level, yet function at a lower skill level and exercise independent discretion and judgment in matters related to work procedures and methods. Positions at the second level are normally filled by advancement from the first level, after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level.
