If you believe you may qualify for Veteran's Preference, a DD-214 Member 4 copy indicating at least 181 consecutive days of service must be received in the Human Resources office (see supplemental questionnaire for details in submitting DD-214 copy) prior to** **5:00 P.M, Thursday, May 16, 2024**.- Under general supervision, performs professional level work related to the approval, acquisition, management, transfer, sale, and disposal of real property; provides relocation assistance to displaced tenants and owners of residential and business properties; performs related work as assigned.

**CLASS CHARACTERISTICS**:

- This is a deep class in which incumbents may be assigned to any of the three levels, depending upon experience and proficiency gained. Persons assigned to this classification provide the background and fundamental principles and practices for municipal real estate prerequisites for professional-level work in the real estate field. Incumbents initially work under close supervision and are expected to become increasingly knowledgeable and carry out assignments with increasing independence. The Senior level performs the more advanced work and provides lead direction to the lower level Real Property Agents. This class is distinguished from Supervising Real Property Agent in that the latter has full first level supervisory responsibility for the Real Property section.

**PRINCIPAL DUTIES (Illustrative Only)**:

- Real Property Agent I/II:

- Negotiates for the purchase, sale, and lease of real property.
- Provides relocation assistance to displaced tenants and property owners and reviews and processes relocation claims for payment.
- Appraises real property and reviews real property appraisals provided under contract.
- Negotiates contract terms related to real property transactions with businesses and private parties; prepares acquisition documents, legal descriptions, deeds, and escrow instructions and analyzes conditions of title.
- Meets with property owners to present appraisal and formal purchase offer; obtains deeds and purchase contracts from property owners; initiates condemnation court orders if sale agreement cannot be secured.
- Coordinates real estate activities with the City Attorney to ensure compliance with legal guidelines.
- Prepares and maintains records of City lease agreements; provides and negotiates repairs and maintenance for leased properties.
- Administers the maintenance of assessment rolls; directs the processing of real property transfer taxes.
- Maintains and updates City inventory of surplus land parcels and maintains property management records of all real property owned by the City and the Redevelopment Agency.
- Performs studies regarding vacant or occupied properties for future purchase and conducts rent surveys.
- Processes the abandonment and dedication of public rights-of-way.
- Prepares newsletters and resolutions for presentation to the City Council, Redevelopment Agency, and Redevelopment Commission.
- Prepares periodic and special reports related to real estate activities.

**QUALIFICATIONS**:
**Education/Experience**:
Real Property Agent I: Possession of a Bachelor’s degree from an accredited college or university with major course work in real estate, business, or public administration or a closely related field. Additional professional-level real property experience as outlined above may be substituted for the education on a year-for-year basis to a maximum of two years.

Real Property Agent II: In addition to the above, two years of professional real estate experience at a level equivalent to the City’s Real Property Agent I level.
