Plans, organizes and provides direction and oversight for all functions and activities of the Finance Department, including the preparation of a variety of financial reports, analysis of financial data, cash management, and supervision of staff. The position is responsible for meeting or exceeding all TARC policies and procedures with strict adherence to all local, state, and federal regulations; and performing related duties as assigned.

SUPERVISORY RESPONSIBILITIES:

Finance Department

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Manages, develops and implements goals, objectives, policies, and priorities for assigned functions and programs, such as financial reports, analysis of financial data, cash management, and budget.
  • Oversees and participates in the analysis of financial information which includes, but is not limited to, monthly financial statements, asset and liability accounts, general ledger, internal audits, and balance reports.
  • Directs daily operations related to general accounting, pension accounting and financial reporting, and budget compliance including accounts payable, accounts receivable, payroll, general ledger, project accounting, grants billing, financial reporting, cash management programs, and development of investment and debt strategies.
  • Prepares various financial documents and reports for TARC’s Board of Directors and for Federal, state, local governments, including annual audits, cost allocation, National Transit Database and APTA reporting, and monthly financials. Requests federal funds from National Echo System.

  • Recommends the appointment of personnel; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures as required; maintains discipline and high standards necessary for the efficient and professional operation of the department.
  • Direct and manage funds for TARC Pension Plan including expenses, participant payments, enrollment reconciliation. Coordinate annual meeting with TARC Pension Board.
  • Manges the overall direction and management of the department, including managing and participating in the development and administration of the department's annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.
  • Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects to the Board of Directors and the Executive Director, as assigned by the Chief Finance/Administrative Officer.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of Finance.
  • Performs other job-related duties as requested.
MINIMUM EDUCATION AND EXPERIENCE:
  • Bachelor's degree from an accredited four-year college or university with major coursework in accounting, finance, or a closely related field; and
  • Five (5) years of professional-level experience in an accounting role, with two (2) years of supervisory or management experience in finance or accounting.
  • Possession of, or ability to obtain, a valid Kentucky or Indiana Driver's License by the time of appointment and a satisfactory driving record.

Note: An equivalent combination of related education and experience may be substituted for the above-stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Organizational and management practices as applied to the analysis and evaluation of finance programs, policies, and operational needs.
  • Advanced principles and practices of Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), and Governmental Accounting Standards as set forth by the Governmental Accounting Standards Board (GASB).
  • Advance principles of Auditing
  • Advanced governmental fund accounting, financial recordkeeping, investment management, and auditing.
  • Principles and practices of personnel management including supervision, training, and performance evaluation.
  • Sources of federal, state, and local funding used for organization programs; funding practices of federal, state, and local grant agencies relevant to finance.
  • Investment policies, government regulations, principles, and reporting requirements.
  • Advanced principles and practices of accounting, auditing, and public finance, including budget preparation and control (capital and operating budgets).
  • Business and management principles involved in strategic planning, resource allocation, leadership technique, and coordination of resources.
  • Various methods and techniques to reach mutually agreeable solutions and outcomes.
  • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
  • The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Computers and software programs (e.g., Microsoft software packages) to conduct research, assess information, and/or prepare documentation.
  • Assist in developing and implementing goals, objectives, practices, policies, procedures, work standards, and internal controls for the assigned operational areas.
  • Effectively apply and ensure adherence to GAAP, GAAS, and Governmental Accounting Standards.
  • Plan, organize, and coordinate the work of supervisory, professional, technical, and administrative support personnel; delegate authority and responsibility.
  • Select and supervise staff; develop and direct people as they work by providing training to ensure tasks are performed effectively; evaluate performance in an objective and positive manner.
  • Prepare and administer large and complex budgets and allocate limited resources in a cost-effective manner.
  • Research, analyze, and evaluate service delivery methods, procedures, and techniques.
  • Demonstrate commitment to customer-focused operations, accountability, transparency, integrity, and equity.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of finance program goals.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Prepare clear and concise administrative and management reports.
  • Establish and maintain cooperative working relationships with those contacted in the course of business, including employees, the Board of Directors, government entities, contractors, the community, and the general public
  • Effectively use computer systems, applications, and modern business equipment to perform a variety of work tasks.
WORKING CONDITIONS:

Incumbents generally work in a typical office environment with adequate light and temperature. There may be occasional exposure to extreme temperatures, loud noise, fumes, noxious odors, dust, mist, gases, and poor ventilation; must be able to see, hear and speak; and sit at a desk for long periods of time. Work may require some level of mobility including lifting or moving materials. Incumbents may interact with upset staff and/or members of the public in interpreting and enforcing departmental policies and procedures.
