As our Human Resource Director retires this fall, we are searching for right candidate to join the HFS team. Your role will be to ensure the successful delivery of company objectives through the recruitment and development of talented staff, processing payroll and benefits, and the implementation of effective HR policy and practices. Provide HR expertise and support to the Executive Team and all employees. Manage multiple deadline-driven priorities while working independently and problem-solving to meet your goals.

Specific Responsibilities:

Consulting/Coaching: provide input to President and Program Directors regarding HR and compliance matters. Develop and implement policies to support company objectives. Manage, track and report relevant data and metrics.

Employment: oversee the entire employment life cycle including recruiting, on-boarding, training and performance management, employee communication and out-processing.

Payroll: process semi-monthly, multi-state payroll for 35+ employees including expense reimbursements via outside payroll processor. Produce and distribute reports. Submit documentation to TPA for SCA employees. Verify 401k deposits. File zero returns, reconcile quarterly and annual returns from payroll processor.

Benefits Administration: manage open enrollment process, ongoing administration and renewal of all benefit programs including medical, dental, vision, life and disability. Reconcile monthly statements. Ensure level-funded plan compliance including requisite reporting. Coordinate international plans for employees working outside the US. Administer 401k plan, Professional Development program, disability and other paid leaves. Oversee and audit processing of SCA benefits. Manage workers comp claims and annual audit.

Compliance: oversee compliance with Federal and State employment laws including FLSA, ERISA, COBRA, EEO and Workers Compensation. Ensure compliance with federal contractor requirements, including the Service Contract Act (SCA), Vets reporting, Affirmative Action Plan (when applicable), etc. Manage renewal of commercial business insurance policies.

Facility Security Officer: Ensure compliance with all federal requirements as a Cleared Facility at the Secret level. Conduct annual self-inspection. Initiate clearances. Submit initial CAC packages and renewals.

QUALIFICATIONS:

  • 7+ years' experience performing/managing all aspects of HR. At least 3 as solo HR.
  • 2+ years' experience processing payroll and related taxes; multi-state highly preferred.
  • 2+ years' experience as HR Mgr/Dir for a government contractor. SCA exp a plus.
  • Active Secret Clearance or the ability to obtain one. FSO experience a plus.
  • Knowledge of state and federal payroll laws and best practices.
  • Highly accurate work product with exceptional attention to detail.
  • Excellent organization, planning and time management habits.
  • Strong math skills and ability to analyze numerical data.
  • Great verbal and written communication skills with a customer focused attitude.
  • Proficiency with Word, Excel, Outlook and HRIS/payroll software. iSolved and UKG a plus.
  • PHR, SPHR, SHRM-CP, OR SHRM-SCP certification highly preferred.
  • Bachelor's degree in Human Resources, Business Mgmt or related field, preferred.
