Parkwood HOA On-site Maintenance Supervisor Job Description


General Requirements and Conditions:

  1. The Maintenance Supervisor is responsible for general, overall maintenance and repairs of association property (common areas) and facilities and, as a result, also highly visible to homeowners and residents. Therefore, the Maintenance Supervisor should be congenial to all residents and always look and act professionally.
  2. The Maintenance Supervisor is responsible for supervision of, and activities of, part-time and casual workers. The Maintenance Supervisor should adhere to a standard work schedule unless emergencies arise and should set and manage work schedules for any employees under their supervision. Timecards provided by the management company should be completed and submitted in a timely manner.
  3. The Maintenance Supervisor will provide his own vehicle for daily transportation and for transporting materials, supplies and tools. The management company will pay mileage at current standard and acceptable rates.
  4. The Maintenance Supervisor shall refer any homeowner or community-level complaints to the Association Manager. As background and to provide perspective for such interactions with residents, the Maintenance Supervisor should have, or develop, a working knowledge of the association’s Rules and Regulations.
  5. The Maintenance Supervisor will oversee and perform basic, minor maintenance and repairs of electrical, plumbing, carpentry, painting, and other indoor and outdoor work on common-area facilities and property that a lay person would perform in their own home or business. For maintenance and repairs that are more complex and/or require licensed contractors, the Maintenance Supervisor will facilitate contacts with appropriate contractors to come on-site to perform the required repair or maintenance.
  6. The Maintenance Supervisor will review provided RFP’s against completed work to ascertain, to the extent that is reasonable, that the work was completed as contracted. Any issues or discrepancies are to be reported immediately to the Board of Directors and Association manager.
  7. The Maintenance Supervisor oversees the day-to-day operations of the maintenance department and performs or oversees maintenance and repairs of all Common areas and facilities to assure that Parkwood HOA. Continuously maintains a pleasing appearance and is kept in good condition.
  8. The Maintenance Supervisor will report to the Board of Directors a summary of work requests submitted by homeowners, ongoing projects, and status of specific jobs if asked, monthly at board meetings, at minimum.

Supervisory Responsibilities:

  1. Train maintenance department staff as needed or according to Board directives.
  2. Organize and oversee the schedules and work of maintenance staff.
  3. Provides feedback to the Association Manager regarding employee performance and issues and assists with adjustments in hours, raises and/or bonuses.

Direct Duties/Responsibilities:

  1. Order, pick up and arrange for delivery of maintenance supplies and materials; maintain proper levels of inventory.
  2. Track and maintain inventories of all maintenance tools and equipment. The inventory should be updated upon the acquisition of new tools and equipment and upon the retirement of any tools and/or equipment.
  3. Have and maintain emergency shut-off and service location charts, i.e., gas main valves, electrical main breakers, irrigation main valves, sewer clean-outs for all common amenities in the development, including limited common areas such as patios or back yards.
  4. Oversee the day-to-day operations of the RV parking area. The Association Manager will handle keys, insurance verification and all monetary business.
  5. Evaluate all common-area systems and facilities to determine maintenance or repairs that need to be performed.

Water/Sewage Systems:

  1. The Maintenance Supervisor will initially inspect all evidence and reports of exterior, common area water or sewer leaks (including leaks originating inside patios or yards but outside of homes) and immediately notify the Association Manager so the problem can be handled efficiently and in a timely manner.

Landscape Watering System:

  1. The Maintenance Supervisor will immediately upon discovery replace, if possible, broken sprinkler heads and notify landscape contractor of any dry areas or marshy areas
  2. The Maintenance Supervisor will coordinate with the Landscaping Contractor to maintain sprinkler clocks and valves that are not cycling properly. The supervisor will perform minor repairs to timers, lines, fittings, and heads as needed. Once a week, when sprinklers are active, the Maintenance Supervisor will walk the property checking for excess water flowing in streets and temporarily modify water flow until landscape contractor can make permanent adjustments or repairs.
  3. The Maintenance Supervisor will coordinate with the Landscaping Contractor the sprinkler system start-up and needed repairs to be ready for summer use. Each fall the Maintenance Supervisor will coordinate with the Landscape Contractor the winterizing of the sprinkler system.
  4. The Maintenance Supervisor or maintenance assistant will clean up trash and debris around the complex daily.

Tennis Courts:

  1. Each summer inspect the fencing around the tennis courts and facilitate repairs as necessary.
  2. Contact Landscape Contractor to spray the tennis court cracks for weeds in and around the courts as needed.
  3. Remove trash and debris from tennis courts as needed.
  4. Annually, each spring, inspect the tennis facilities and recommend any needed repairs to the Association Manager to review with the Board of Directors.

Streets/Lighting:

  1. Replace and repair any streetlights that are not working or coordinate their replacement or repair with a licensed lighting contractor. Perform periodic light inspections of the common area lighting.
  2. Facilitate the cleaning of the storm drains with the appropriate plumbing contractor.
  3. Perform, or arrange to be performed any minor street repairs, i.e., crack filling.
  4. Keep all red zones painted.
  5. Paint light pole posts.
  6. Paint Fire Hydrants and Utility Boxes.
  7. Sweep the street gutters as needed between scheduled maintenance by Landscape Contractor.

Snow Removal:

  1. Coordinate snow removal with Landscape Contractor.
  2. Use the snow blower to assist in clearing perimeter street sidewalks and other areas to assist Landscape Contractor.
  3. Maintain snow blower in working order.

Carpentry/Building:

  1. Repair, paint and stain exterior fences, patio fences and gates or coordinate fencing contractor bids and repairs as appropriate.
  2. Check rain gutters (clubhouse only) to make sure they are kept clean.
  3. Replace any bender board that has deteriorated or needs repair.
  4. Re-nail any loose siding and perform minor building maintenance.
  5. Ensure maintenance and repair work orders are completed correctly and in a timely manner.
  6. Performs work request repairs received from Homeowners, when approved by the Association Manager. Refer any on-site requests by an owner to the Association manager via the work request system. Have on hand an adequate supply of work request forms.

Maintenance Shop/Equipment:

  1. Maintain maintenance shop in a neat, safe, and secure condition at all times.
  2. Maintain equipment so that it operates efficiently, breaks down less frequently and avoids costly emergency repairs.
  3. Assist with maintenance department budget estimates and costs of specific repair projects.

 Pool Maintenance/Operation

  1. Operate and maintain the equipment in the pool room including bromine injection system, filter cleaning, heater operation and pumps.
  2. Maintenance Supervisor must have, or obtain, and maintain an active Pool Tech Certification.
  3. During pool season, check and accurately add chemicals to keep the water balanced as needed.
  4. Set up, schedule and pass opening and mid-season inspection by the state.
  5. Scrub and vacuum the sides and bottom of the pool as needed.

Other Duties:

  1. Perform other related duties as assigned or as directed by the Board and/or Association Manager.
  2. When requested by the Association Manager, meet with contractors to identify the potential job site as well as provide basic information about the services requested.
  3. When requested by the Association Manager assist with final walk through of completed job and report findings to assigned Association Manager.
  4. Obtain receipts for all for all association credit card expenses and submit to Association Manager monthly or as requested.

Education and Experience:

  1. High School Diploma, or equivalent, required.
  2. At least two years of maintenance experience required.

Required Skills / Abilities:

  1. Working knowledge of basic plumbing, lighting and electrical systems.
  2. Working knowledge of basic carpentry and building skills
  3. Excellent analytical and problem-solving skills.
  4. Ability to identify issues and determine repairs that are needed.
  5. Ability to plan maintenance schedules for HOA property.
  6. Management and supervisory skills.
  7. Have or obtain, in a designated time, a Certified Pool Operator Certificate
  8. Ability to work within budgetary constraints but also advise Board of Directors if/when exceptions may be necessary to meet job responsibilities.

Physical Requirements:

  1. Must be able to traverse property and facility to diagnose issues and plan repairs or maintenance.
  2. Must be physically able to perform repairs when needed.
  3. Must be able to lift 25 pounds at a time.

Remuneration:

  1. Must complete a minimum of 40 hours per week. Eight hours of work per day are recommended. Emergency overtime may be allowed at the discretion of the Association Manager. This is an hourly position.
  2. Health insurance or offset cash amount is provided by the HOA
  3. Paid vacation and holidays in accordance with Association Management company policy.
  4. Standard reimbursement for vehicle mileage and wear and tear.
