Position Function:

Primary responsibility is to facilitate continuous program evaluation, program improvement, and ensure ongoing compliance within the scope of the Kinship Navigator Program (KNP) and the Real Help for Real Life (RHRL) Program’s contractual obligations. Actively participates in meetings and leads work groups to advance the National Family Support Network Standards to aid programs in best practices in serving clients in the Youth and Family Services Department. Collaborates in the KNP and RHRL programs and with Prevention and Early Intervention (PEI) to identify and execute evaluation plans. Trains and supports staff in completing documentation requirements and maintaining client confidentiality. Provides ongoing review of data, providing stakeholders with outputs and outcomes of service provision in the department. Manages and supervises data entry for both KNP and RHRL.


Requirements:

Education: Master’s degree in Social Services, Public Health, Public Administration or Public Policy preferred. Bachelor’s degree in one of the above fields with 3 years’ experience in performance measures, data analysis and/or evaluation role in a nonprofit (preferred).


Experience:

  • 1 year of experience in a performance measurement, data analysis, and or evaluation role in a nonprofit (with a Master’s degree in above fields)
  • 3 years’ experience in performance measures, data analysis, and/or evaluation role in a nonprofit (with a Bachelor’s degree in above fields)
  • Experience with research and evaluation methods and performance measurement practices

Functional:

Clear knowledge of structuring data files for different purposes, including types of analysis, visualization and quality checks. Experience with data analysis software and/or advanced spreadsheet skills, including statistical and analytical functions. Experience with planning, managing and executing projects; ability to work on multiple projects independently and collaboratively to achieve objectives. Excellent oral and written communication skills and interpersonal competencies; ability to communicate finding from data analyses and evaluations to non-technical audiences. Experience building effective data visualizations to explore hypotheses, monitor performance metrics and present key analytic findings.


Working Conditions:

Exposure to children with behavior problems, including possible physical aggression. Frequent computer usage/typing required. The position requires attention to detail and the ability to analyze large datasets and write comprehensive reports.

This position involves exposure to confidential information about clients, personnel, and proprietary company practices. All confidential and sensitive information must be managed per company policy and applicable laws.


Key Expectations/Responsibilities:

Contract Compliance and Other Funding Related Activities:

  • Coordinate ongoing evaluation of compliance with Prevention and Early Intervention (PEI) contractual requirements for Real Help for Real Life (RHRL) and Kinship Navigator Program (KNP)
  • Collaborate with PEI evaluators for KNP Program on data needs
  • Collaborate with the Analytics Department, AIRS Department, RHRL, and KNP staff to address identified needs for Quarterly and Annual reports
  • Collaborate with Grants and Contracts and Development Departments to assess potential funding opportunities and assess viability of applying
  • Work with Program Support Staff to ensure accurate and timely service entry and billing practices for KNP and RHRL

Outcomes, Outputs and Data Entry

  • Oversee data entry of client data into PEI Reporting System (PEIRS) and ACH database for KNP and RHRL programs
  • Work with data analytics staff to create forms and reports to facilitate collection, reporting and use of performance data for stakeholders
  • Coordinate the collection and evaluation of data related to established performance measures
  • Monitor and report on compliance with contract requirements
  • Submit required performance reports to the State and other funding sources

Quality Assurance Activities:

  • Collaborate with Quality Assurance Manager regarding KNP and RHRL program outputs and outcomes related to agency initiatives of Continuous Quality Improvement
  • Collaborate with Marketing and Development Department to ensure communication regarding outcomes of service provision in the Youth and Family Department
  • Facilitate and track performance improvement activities
  • Develop and maintain systems for obtaining stakeholder feedback including staff surveys, participant surveys, referral source and partner surveys, and other mechanisms of feedback to assist with program evaluation and planning.
  • Coordinate and manage the Caregiver Advisory Committee to help achieve its purpose and develop caregiver leadership

Training Responsibilities:

  • Provide orientation training to staff regarding contracts
  • Provide additional trainings as needed on documentation and system changes regarding data collection
  • Provide training as requested for specific audiences as part of improvement activities

Supervision:

  • Provide supervision for the Lead Program Support Specialist Program Support Specialists, and receptionist
  • Participate in Team Meetings as a member of the RHRL Leadership Team
  • Participate in ACH initiatives, including collaborating with other programs, and other duties as requested or assigned
