As an Eligibility Specialist III, you will oversee a caseload of Child Care Assistance (CCA) customers to ensure positive employment outcomes. You will be responsible for customer intake, eligibility determination, and placement of eligible children in the appropriate childcare settings. Additional responsibilities include eligibility renewals, childcare transfers, update requests, and discontinuations. You will be accountable for adhering to strict policy standards that includes timely processing of information while leading and mentoring eligibility specialists and supporting the eligibility supervisor.

Position Details

Responsibilities

  • Determines eligibility, maintains, and completes all eligibility records for case files, including eligibility screening, assessment of family needs, assessment of parent’s share of costs, and processing of appropriate enrollment forms.
  • Adhere to state and local policies, and accurately determines eligibility based on confidential financial documentation.
  • Contacting customers to gather essential information, explain outcomes, and explain customer rights and their responsibilities.
  • Must be able to communicate effectively and terminate services when applicable.
  • Attention to detail and a positive attitude are keys to success in this position.
  • Processes eligibility, drops, and transfers paperwork.
  • Maintains customer database accurately within the required time frame of eligibility determination as established by funding sources.
  • Must be able to manage a high volume of case files and data entry daily.
  • Provides exceptional customer service.
  • Investigates advanced customer issues by asking open ended and close-ended questions to obtain a very clear understanding of what the customer may need in addition to what they are asking.
  • Educates and offers solutions and can interpret and communicate state and local policies and procedures to customers in an understandable manner.
  • Educates new customers coming into the program and offers solutions for other related issues customers might be facing – example: if they are not eligible for services, offer other alternatives.
  • Provides support and answers questions that Eligibility Specialists will have regarding work item requests, eligibility policies and procedures.
  • Serves as the first level of contact for escalated calls. Demonstrates the ability to deescalate, assist, and resolve customer issues including those customers requesting to speak with a supervisor.
  • Answers calls from families in a professional and welcoming manner.
  • Has daily contact with customers from the community at large, local funders, and Federal and State funding agencies
  • Other duties and responsibilities as assigned

Education and Experience

  • High School Diploma or equivalent, Associate’s or Bachelor’s degree preferred, Child Development experience a plus.
  • Certified Workforce Professional preferred
  • One to two years of experience as an Eligibility Specialist, consistently exceeding the benchmarks, in both quality and quantity.
  • Experience adapting to frequent policy changes and demonstrated flexibility.
  • Above average critical thinking and problem-solving skills and be results driven.
  • Ability to accurately interpret and understand customer correspondence
  • Demonstrates excellent task management skills, which include organization, attention to detail, time management, multi-tasking, and prioritizing work
  • Strong computer skills – proficiency in Microsoft Word and Microsoft Excel required
  • Strong written and verbal communication skills required
  • Must be available to work nights and weekends as needed.
  • Promotes a positive work environment and possesses outstanding business ethics

Travel and Compliance Requirements

  • Must have a valid Texas driver’s license with reliable transportation
  • Driving record must comply with CCG's automobile insurance carrier requirements
  • Must have liability insurance coverage and reliable personal transportation 
  • Ability to travel locally or out of town as required
  • Mileage reimbursement is offered when applicable
  • Must successfully meet all compliance background check requirements required for federal funding throughout employment
