IHFA is the designated administrator of multiple HUD competitive and formula grant programs, primarily focused on addressing homelessness throughout Idaho. With a commitment to making homelessness rare, brief, and non-recurring, IHFA’s Homelessness Programs (HP) Department serves all regions in the State to varying degrees. The HP Department works collaboratively with a broad-based network of public and private providers focused on utilizing practices that are informed by data, honor the different perspectives of all stakeholders, and are trauma-informed. HP works to maximize available resources while monitoring best practices, engaging in data-driven decision making, tracking progress, and shifting priorities as needed. We are proud to promote community-wide commitment to the goal of ending homelessness, while delivering excellent customer service and executing high quality and compliant program administration.


This position is funded by the Youth Homelessness System Improvement (YHSI) grant, awarded by Housing and Urban Development (HUD). The grant is intended to support communities in improving upon their existing youth homelessness response system or in establishing and implementing a new youth homelessness response system. The Youth Initiatives Coordinator’s primary responsibility will be to ensure that the Youth Action Board (YAB) is integrated into each project funded by this grant. The YAB is comprised of young adults ages 18-24 (up until their 25th birthday) that are either currently experiencing homelessness or have experienced homelessness in the last 7 years. The voices of those impacted by our efforts is integral to project efficacy. Please be advised that this is a grant-funded position. The duties listed in this job description are expected to be needed for approximately 3 years.


Project Management & Grand Administration:

  • Responsible for ensuring that youth with lived experience of homelessness (Youth Action Board/ YAB) are engaged in every aspect of Youth Homelessness System Improvement (YHSI) Projects.
  • Ensure proper project management and grant administration for YHSI.
  • Provide timely progress reports to Housing and Urban Development (HUD).
  • Continuously update multiple budgets.
  • Keeping stakeholders informed of project progress.
  • Create and send out agendas for any meeting involving the YAB.
  • Take attendance, minutes, and generate monthly reports for the YAB.
  • Plan YAB onboarding and manage the YAB waitlist/inquiries.
  • Coordinate with YAB Host Site Leaders across the state.
  • Ensure that the YAB is properly paid (i.e. communicating with the finance department following each YAB to ensure members are paid and updating all tracking documents).

Sub-Project 1: Youth Action Board (YAB) Expansion:

  • Expand the Youth Action Board (YAB) through various marketing and recruitment activities.
  • Design and implement a streamlined onboarding process for young adults that join the YAB.
  • Identify a local government partnership in the community and coordinate connection with the YAB.
  • Ensure that there is consistent YAB representation on each Continuum of Care board.
  • Maintain YAB attendance at all listening session and project meetings.
  • Complete all administrative duties associated with coordinating and booking travel plans for each YAB member to attend a homelessness response conference.

Sub-Project 2: Stakeholder Cross-Collaboration:

  • Identify and collaborate with at least 25 new stakeholders of youth homelessness response.
  • Assist a consultant with developing a consolidated cross-referral list of youth service providers.

Sub-Project 3: Idaho Department of Juvenile Corrections (IDJC) Exit Strategies:

  • Coordinate YAB approval of the Idaho Department of Juvenile Correction (IDJC) exit strategy.

Sub-Project 4: Youth Assessment, a Statewide Data Study:

  • Ensure that YAB feedback and priorities are incorporated in the Youth Assessment.
  • Provide YAB with updates on all project progress and collaborations.

Sub-Project 5: Coordinated Entry Systems (CES):

  • Work with a Coordinated Entry Administrator to develop youth-specific processes.
  • Develop contracts or documentation related to obtaining YAB approval.

Sub-Project 6: Lived Expertise on Racial and Gender Inequities in Youth Homelessness:

  • Work in tandem with the HP Team, the one other continuum of care in Idaho, a hired data consultant, and the YAB to design and facilitate community listening sessions.

Special Projects Assistance:

  • Provide support and assistance to the Homelessness Programs Department and IHFA for non-typical and non-recurring program activities as necessary.

May Perform other additional duties and responsibilities as assigned

Requirements:

Education and/or Experience:

  • Project management experience and/or education preferred
  • Experience with federal grants preferred
  • Persons who have themselves experienced homelessness are highly encouraged to apply
