About the Position

Dexis is seeking a Senior Project Associate to support project management; assessment, monitoring and evaluation research; and business development. The team the Senior Project Associate will join focuses on projects which increase program accountability, improve the effectiveness and efficiency of U.S. foreign assistance, and advance program learning. We work across the Department of State, the Department of Defense (DoD), and the Department of Labor (DOL). The Senior Project Associate will support multiple projects and opportunities and work collaboratively with Dexis' internal teams, partners, and clients. The successful candidate will communicate clearly and provide effective coordination support in a flexible, dynamic work environment.

This is an opportunity to learn and navigate the complexities involved in the field of international security while working in a fast-paced environment. This position will have the option of being based remotely and is conditional upon award of the contract.

Responsibilities

Project management

  • Provides administrative, contractual, operational, and financial support to projects under the DPS-MEL portfolio.
  • Coordinates closely with project team(s) and internal support units, including Contracts, Finance, Payroll, Human Resources, IT, and Recruiting teams.
  • Manages electronic files and tracking systems to ensure compliance with Dexis policies and standard practices.
  • Edits and formats project reports and other deliverables for internal and external use.
  • Supports procurement efforts, subcontracts, and grants.
  • Helps ensure compliance with Dexis processes, contractual requirements, and U.S. Government regulations.
  • Helps identify and resolve common problems, escalating and tracking more complex issues to their resolution.
  • Conducts literature and desk reviews for evaluations, support development of data collection instruments and provide technical support to project teams as needed.

Finance

  • Prepares payment requests, reviews financial transactions, and tracks project budgets.
  • Reviews staff expense reports, subcontractor/vendor invoices, client invoices, and other financial transactions, and prepare payment requests accordingly.
    • Supports tracking of project budget and expenditures, including helping prepare projections, actualizing projections, and maintaining budget documents

Personnel management/recruiting

  • In conjunction with project team and HR, recruit, screen, interview, and onboard project staff and consultants, including developing job descriptions and scopes of work, reviewing CVs, organizing interviews, and ensuring the communication of Dexis' policies and procedures.
  • Supports consultant management for various project assignments including preparing agreements, supporting travel and logistics, and reviewing expense reports.

Research

  • Provide reach back analytic support to project teams, including copy-editing, review of deliverables, and other administrative or research tasks as needed.  
  • Serve as team member on short-term evaluations, assessments, and other studies. 
  • Support development of methodologies for performance, impact, and strategic level evaluations. 
  • Support data collection efforts remotely and potentially in the field through interviews, note-taking, and managing other data collection instruments. 
  • Conduct qualitative research, literature reviews, and other desktop studies.
  • Clean, code, and manage large volumes of qualitative data.
  • Conduct quantitative research of multiple existing databases.
  • Clean, merge, and manage large volumes of quantitative data.
  • Contribute to reports, assessments, findings from evaluations, presentation and briefs, and other products as needed.
  • Provides project operations assistance to project technical staff and backstops projects /country programs on an as-needed basis. 

Proposal Management and Writing  

  • Support the team on proposal and capture efforts for new proposals with proposal process management, formatting and copyediting, technical writing and review, and other tasks as directed. 
  • Support the division in developing activity-level MEL plans for Request for Proposals (RFPs). 
  • Review technical proposals. 

Performs other duties as assigned.

Qualifications

Minimum Requirements

  • Bachelor's degree in international relations, security, political science, business, finance, or related field.
  • Minimum of three (3) years of relevant work experience.
  • Understanding of USG procurement and compliance regulations.
  • Strong written and oral communication skills, including excellent writing, editing and research skills.
  • Proficient in Microsoft Office products.

Preferred Qualifications

  • 3 years of project planning and budget control experience in a research, consulting practice, non-profit, or international development/security environment.
  • Experience working donor-funded projects (experience with DOL highly desirable).
  • Understanding of/experience in the international security and/or labor rights field.
  • Experience providing administrative support.
