Job Overview

Position Summary:

ISI Professional Services is in search of a seasoned Construction Project Leader with a robust background in the construction sector. This role involves delivering Owner's Representative construction management services for a Department of Defense (DoD) client. The Project Leader will oversee a portfolio of construction projects exceeding $300 million, encompassing various scales and complexities. The ideal candidate will provide comprehensive construction management support to facilitate the DoD client's objectives. Collaboration with senior government project managers and fellow contractor project managers is essential, as this role is part of a broader construction initiative. A strong ability to lead, work collaboratively, and operate independently is vital. ISI is looking for an individual who communicates effectively, demonstrates initiative, and takes ownership of projects. This position may also involve guiding and mentoring junior team members.

Key Responsibilities:

1. Manage 2 to 4 active construction projects, each valued between $5 million and $30 million.

2. Assist the Government in performing site assessments, field evaluations, and visits to ensure constructability and compliance with codes. Develop preliminary scopes of work and validation criteria, and participate in pre-bid meetings.

3. Support the Government in crafting technical requirements, scopes of work, cost estimation analyses, and schedules for architectural and engineering services, including reviews of studies, reports, and drawings.

4. Aid the Government in monitoring construction progress, managing submittals, processing permit applications, organizing files, and handling invoicing as part of a cohesive team.

5. Independently organize, lead, and engage in weekly project progress meetings and monthly program reviews to assess schedule adherence, identify deviations from the approved timeline, and evaluate risks to the overall project and program health.

6. Professionally track down requirements and data from other project managers or clients, ensuring timely and complete submissions.

7. Maintain construction administration records using Excel, web-based applications, and physical files to compile metrics and briefing materials for senior leadership.

8. Develop and monitor project lifecycle milestone schedules and Government activities to guarantee timely execution of the Government construction program. Evaluate schedule risks and propose mitigation strategies.

9. Regularly prepare and present project status updates, maintain performance metrics, and draft comprehensive technical reports. Prepare both written and oral reports for government leadership and program managers, frequently briefing senior management.

Preferred Qualifications: Experience with Pentagon Washington Headquarters Services is highly desirable.

Required Qualifications:

1. A Bachelor's Degree in Construction Management, Engineering, or Architecture, accompanied by fifteen (15) years of construction management experience.

OR

Education may be substituted with an ACTIVE General Contractor/Construction Trades license and over 25 years of construction experience.

2. Must be a U.S. Citizen.

3. Must be able to obtain and maintain a Public Trust clearance (HSPD-12 fingerprint background check).
