JOB SUMMARY

The HUMAN RESOURCES BUSINESS PARTNER provides tactical support on HR-related issues and projects, conducts and oversees new employee orientation, coordinates employee training and development programs and initiatives; oversees job description maintenance, administers and oversees tuition reimbursement program, organization of HR documents, coordinates Human Resources activities within and outside the utility; prepares documents and reports, utilizes computer programs, ensures compliance within areas of responsibility, fills in for other positions within Human Resources as needed, and performs other essential duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of Human Resources management theory and best practices.
  • Knowledge of federal and state government regulations and laws related to Human Resources, including employment law.
  • Knowledge of employee training and development, succession planning, etc.
  • Knowledge of benefit administration, compensation management, performance management, and employee relations best practices.
  • Knowledge of supervisory and management procedures and practices.
  • Knowledge of business ethics.
  • Ability to extract and analyze information.
  • Ability to interpret and apply policy and procedures.
  • Ability to plan and schedule work activities.
  • Ability to analyze and identify training needs.
  • Ability to research, evaluate, and monitor training material and programs.
  • Ability to interview and exact information.
  • Ability to verify information.
  • Ability to maintain confidentiality.
  • Ability to operate in an ethical manner.
  • Ability to read documents and regulations, interpret governmental laws and regulations and ensure compliance.
  • Ability to conduct research, gain input from others, and implement training, leadership development, succession planning and other programs.
  • Ability to evaluate the effectiveness of programs.
  • Ability to handle difficult or challenging situations and communicate difficult information in a positive way.
  • Ability to write clear and concise reports, documents, policies, etc.
  • Ability to coordinate work activities with and through others internally and externally.
  • Ability to maintain effective and respectful communications and effective working relationships with employees, supervisors, applicants, vendors, references, etc.
  • Ability to analyze data, problems and procedures and recommend solutions.
  • Ability to support company and department initiatives.
  • Ability to maintain and extract data from an HRIS platform.
  • Skilled with attention to detail with accuracy and speed.
  • Skilled in written and oral communications.
  • Skilled in above-average interpersonal skills and emotional intelligence

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree with specialization in Human Resources, Business, Organizational Management, Communications, or related field of study; OR
  • Equivalent combination of education and experience, PLUS
  • Five years of related experience in a professional-level human resources generalist or equivalent position.

PREFERRED QUALIFICATIONS

  • Human Resources Certification Institute Certification (HRCI) – SPHR or PHR
  • Society for Human Resource Management (SHRM) - SHRM–SCP or SCP or CP certification.
  • Direct experience with the successful development of training and succession plan initiatives
  • Direct experience with the successful use of a Human Resource Information System (HRIS).
  • Seven, or more, years of experience in a professional-level human resources generalist or equivalent position.

Works in a heated and cooled office environment.
