GENERAL DESCRIPTION:  Responsible for the accurate and timely preparation, processing, and maintenance of utility billing records.  Requires attention to detail, strong customer service skills, and the ability to manage multiple tasks efficiently.  Works under the direction of the Finance Director.

ESSENTIAL JOB FUNCTIONS:
  • Collects, maintains, and reconciles all payments by mail, in person or electronically
  • Responds to customer inquiries regarding utility bills, payment, and services.
  • Resolves billing discrepancies and disputes in a professional and timely manner.
  • Maintains accurate records of all transactions and correspondence.
  • Assists customers with all account updates or inquiries.
  • Monitors work orders and works closely with the service department.
  • Prepares, verifies, and updates the monthly cycle and final billing. Provides training and support to new team members as needed.
  • Participates in team meetings and contributes to the overall improvement of the department.
  • Answers the City’s main telephone line, routing incoming calls efficiently and professionally.
  • Receives, posts, and distributes departmental mail.
  • Provides notary service.
  • Requires in-office attendance.
  • The position may be designated as mission-critical by the Department Director.
ADDITIONAL FUNCTIONS:
  • Performs related work as required.
QUALIFICATIONS (EDUCATION, TRAINING, & EXPERIENCE):
  • High school graduation or possessing an acceptable equivalency diploma
  • One (1) year of responsible experience in administrative work. 
An equivalent combination of education, training, and experience that provides the knowledge, skills, abilities, and other competencies necessary for success in the target position may be considered.

SPECIAL REQUIREMENTS:
  • Must possess a valid driver’s license.
  • Must maintain a valid telephone number.
  • Florida Public Notary
KNOWLEDGE, SKILL, AND ABILITIES:
  • Customer and Personal Service — Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Clerical — Knowledge of administrative, bookkeeping, and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
  • Knowledge of computers, office terminology, practices and procedures, equipment, business English, spelling, and arithmetic.
  • Ability to understand and follow oral and written instructions.
  • Ability to make rapid and accurate mathematical computations.
  • Ability to work effectively with co-workers and the public.

LICENSES, CERTIFICATION, OR REGISTRATION: 
 
  • Valid Florida Driver’s License.

ESSENTIAL PHYSICAL SKILLS: 
  • Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force regularly, and routine keyboard operations.
