SUMMARY

The Lead Customer Relations Clerk in the Utilities Department is responsible for coordinating and supervising the utility billing functions and supervising the Clerk I and Clerk II positions within the Utility Billing Office. This position reports to the Utility Billing Manager.

ESSENTIAL JOB DUTIES

The following duties are normal for this position.
  • Preparation of utility bills for water, sewer and trash including entering and reviewing of water meter readings, payments utility turn-on and shut-off, and customer information.
  • Supervises and directs the activities of assigned tasks; assigns work and monitors progress, provides feedback, and prepares periodic employee reviews; guides, trains and develops employees in the accomplishment of their duties.
  • Coordinates meter reading, re-reads and delinquent disconnections with utilities field crew. Organizes work orders for field crew.
  • Performs special account research and analysis at the request of customers, the Utility Billing Manger, or the Utility Director/Assistant Utility Director.
  • Initiates correspondence with customers relative to payments, adjustments, inquiries, complaints, or other matters requested by the customer.
  • Reviews and approves daily cash receipt edits and deposits by cashiers.
  • Posts daily cash receipts.
  • Prepares or reviews customer account adjustments.
  • Enters and posts adjustments in accordance with Village Policy.
  • Responds to bankruptcy notices, lien searches, etc.
  • Files and maintains billing registers, daily cash receipt posting reports, and other records.
Prepares quotes for utility fees related to development.

MINIMUM QUALIFICATIONS

A high school diploma or G.E.D. and supervisory experience in utility billing or related field are required. A basic working knowledge of computer procedures, practices and applications is also required. Bookkeeping experience is desirable. Possession of a valid Florida Driver License.

KNOWLEDGE, SKILLS AND ABILITIES

Considerable knowledge of business English, spelling, and commercial math; some knowledge of modern office practices and procedures; working knowledge of basic computer programs; ability to learn assigned tasks readily and to adhere to prescribed routines. A basic working knowledge of computers is required. Able to maintain a neat and pleasant appearance to meet the public daily and to be able to establish and maintain effective working relationships with other employees and the general public.

All positions serve a one (1) year probationary period

HOLIDAYS:
We have 13 paid holidays per year. Police Holiday is paid or comp'd at ten (10) hours for holiday except birthday which is at 8 hours. Birthday is an additional paid holiday but must be requested approved by supervisor, and taken in the same week as the birthday occurs.

PERSONAL LEAVE TIME:
Accrues weekly from hire date at the rate depending on length of time in service. PLT may be used, paid, after six (6) months.
