Washington, United States PARTNERSHIP FOR PUBLIC SERVICE Full time $70,000 - $95,000
Job DescriptionJob Description

ORGANIZATION

The Partnership for Public Service is a nonpartisan, nonprofit organization dedicated to building a better government and a stronger democracy. We believe that our future and our democracy depend on our ability to solve big problems—and that we need an effective federal government to do so. For more than 20 years, we have helped make this vision a reality by helping our government—the public institution most fundamental to our democracy—address current and future challenges.

Our staff is diverse in experience and perspective, but at our core, we share a lot of the same traits: we are mission-driven, creative, collaborative, optimistic and inclusive.

Our work is strategic, fast-paced and guided by our values:

  • Passion for public service and our work toward a more effective government
  • People who promote a culture of learning, leadership, collaboration, inclusion and respect
  • Persistence to drive change, take strategic risks and deliver results
  • Promise to be trustworthy, nonpartisan and fiscally responsible

We hire smart and friendly people who are great at what they do and good to one another in the process.

POSITION OVERVIEW

The Partnership for Public Service is seeking an experienced professional to join a dynamic team working to promote the use of artificial intelligence, emerging technology and innovation in the federal government. This Manager will manage projects focused on developing federal AI leaders, strengthening federal AI talent capacity and empowering community learning and AI literacy.

Specifically, this Manager will perform such duties as:

  • Manage a Speaker Series with experts across government, Capitol Hill, industry and academia to explore how AI, machine learning and intelligent automation may impact public service, democracy, ethics and equity.
  • Manage a range of private and public events for senior federal leaders focused on the responsible use of AI.
  • Produce blogs or other written or multimedia content related to our AI programming.
  • Organize, scope and deliver projects, large and small, that bring together leaders in the federal government to discuss key issues and advance agency mission delivery.

This position is ideal for someone with a strong project management background who also has experience with supervision and delegation and community convening; working with funders and external partners; and demonstrated experience in relationship management. This individual will be responsible for making connections with stakeholders and facilitating the implementation of projects and programs.

ESSENTIAL FUNCTIONS/PRIMARY RESPONSIBILITIES

  • Manage projects and programs – or major components of programs – within the Partnership’s federal technology and innovation and AI portfolios.
  • Lead program and project management duties including developing project plans, setting goals and objectives, establishing metrics, developing and monitoring budgets, and driving results through program implementation.
  • Build and maintain productive and collaborative relationships with government stakeholders and partnering organizations to ensure the successful design and implementation of projects.
  • Lead and participate in diverse project teams, often including external consultants and private-sector partners.
  • Plan, manage and facilitate meetings and events with federal employees and corporate partners.
  • Work with other Partnership teams and external partners to translate insights into action via written publications, advocacy, policy changes, training, or other programming.
  • Lead and contribute to the development of project proposals to secure funding and advance the Partnership’s strategic goals.

KEY COMPETENCIES

  • Excellent project management skills, including prioritizing, planning, scoping, budgeting and decision-making.
  • Strong people management skills, including working together and across teams, delegating effectively and developing others.
  • Outstanding written and verbal communication skills, including the ability to synthesize complex information and to facilitate and organize conversations between disparate stakeholders.
  • Organizational skills required to successfully plan, track and complete projects from initial conceptualization to the timely delivery of high-quality deliverables.
  • Ability to quickly build credibility and trust with stakeholders.
  • Strong analytical and critical thinking skills.
  • Willing and able to work effectively as part of a team across the larger enterprise, gathering and sharing information and insights, collaborating to solve problems, and effectively connecting the work to the strategic plan and broader organization.
  • Able to work in a fast-paced, rapidly changing environment and to organize multiple and varied projects simultaneously.
  • Commitment to the values of public service; the mission of the Partnership for Public Service; and diversity, equity and inclusion.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree, or equivalent professional work or military experience.
  • Five to seven years of relevant work experience, including demonstrated success leading projects to accomplish results.
  • Master’s degree in public policy, public administration, social science, political science, service design, AI, data science, or a related field, preferred but not required.
  • Knowledge of or experience in or with the federal government preferred.
  • Experience with public interest technology, AI and relevant areas – including human-centered design, participatory design, government technology initiatives, data and evidence-based decision making, modern technology design and delivery, product management, and service design – preferred.
  • Familiarity with program assessment and evaluation preferred but not required.
