Job Type: Regular, Full-Time
AKBCU: Yes ICPA: No

General Functions:The Clinician provides clinical interventions tailored to the needs of CITC participants engaging in services along the continuum of care. The Clinician provides both mental health and substance use treatment services to participants through individual, group, and family psychotherapy. Duties include delivering direct care, education, screening, treatment planning, crisis intervention, service coordination, referral to needed services, and active participation as part of a participant's treatment team.
Duties and Responsibilities:
Clinician I
- Provide individual, group, and family treatment that is strength-based, person-centered, and trauma-aware per the mission, goals, objectives, and policies and procedures of Recovery Services.
- Provide evidence-based practices throughout treatment delivery.
- Responsible for completing clinical documentation in compliance with state and federal regulations, HIPAA, and agency policy.
- Participate in case-staffing sessions for assigned participants to ensure services are appropriate for participant needs.
- Coordinate treatment team involvement and promote engagement in consultation.
- Provide transportation to participants as needed.
- Conduct participant referrals for additional services as medically necessary based on treatment needs for continuity of care.
- Provide advocacy and follow-up on referrals.
- Comply with required training needs to improve service delivery.
- Identify risk factors, including lethality for suicidal, homicidal, and grave disability.
- Conduct involuntary psychiatric holds when necessary, according to Alaska State protocol.
- Provide behavioral and diagnostic assessments to determine the level of care services, initial engagement strategies, treatment planning, discharge planning, and case management.
- Perform related duties as needed and assigned.
Clinician II
- Perform all duties and responsibilities of the Clinician I position with an advanced proficiency level.
- Serves in capacity of “lead” clinician or serves asd a resource on trearment issues for program staff.
Knowledge and Competencies:
- Knowledge and competency in mental health disorders, co-occurring disorders, diagnostic procedures, DSM 5-TR, counseling techniques, group therapy, assessment skills, treatment planning, and discharge planning.
- Knowledge and competency in ASAM Criteria 4th edition and its application in substance use treatment services and programing.
- Knowledge and competency in substance use counseling and intervention techniques applied to individual, group, and family situations, including frameworks such as the biopsychosocialmodel, transtheoretical model of change, harm reduction, and medical models of recovery. including medical model.
- Knowledge and competency in Motivational Interviewing skills as therapeutic interventions.
- Knowledge and competency in emergency procedures used in case of alcohol and drug overdose.
- Demonstrable knowledge of delivering trauma-informed care services.
- Knowledge of stages of alcohol and other drug withdrawal and competent in appropriate actions at each stage
- Competent in administering CPR and first aid when necessary.
- Competent in assessing participant risk factors, including lethality for suicidal, homicidal, and grave disability.
- Knowledge of Alaska State protocols for involuntary psychiatric holds.
- Competent in dealing with clients in other crises as well as a highly structured, fast-paced daily routine.
- Knowledge and competency in providing services and appropriately maintaining participant records under HIPAA and record compliance guidelines.
- Knowledge of Federal, State, and Municipal laws and regulations that regulate the treatment of alcoholism and drug addiction, including:

- Knowledge and competency in public speaking and the ability to plan, organize, and develop audiovisual resources and handouts for educational lectures and public information speeches.
- Knowledge and competency in problem-solving, stress management, project management, ethics, and team building.
- Knowledge of airborne and bloodborne pathogens and risk reduction methodologies and the use of universal precautions.
Job Responsibilities Related to Participant Privacy
- Employees are expected to actively participate in CITC privacy training and to protect the privacy of participant information in accordance with CITC's privacy policies, procedures and practices, as required by federal and state law. Failure to comply with CITC's policies and procedures on participant privacy may result in disciplinary action up to and including termination of employment.
- Employees may access protected health information and other participant information only to the extent necessary to complete job duties. Employees may only share such information on a need-to-know basis with others who have job responsibilities related to treatment, payment, or other CITC operations.
- Employees are encouraged and expected to report, without the threat of retaliation, any concerns regarding CITC's policies and procedures on participant privacy and any observed practices in violation of the policy to the designated Privacy Officer.

Minimum Qualifications:
Clinician, I
- Master's degree in social work, psychology, human services, counseling, substance abuse counseling, or addiction counseling.
- Alaska Chemical Dependency Counselor Certification I (CDC I), or ability to be certified within three months from the hire date.
- Obtain Qualified Addiction Professional (QAP) approval within (3) three years of the Provisional Provider Application approval date with the State of Alaska.
- Obtain Alaska clinical licensure in designated field (Ex: LPC, LCSW, LMFT, etc.) within (3) three years of hire.
Clinician, II
- Meet all qualifications for Clinician I.
- Active Alaska clinical licensure in designated field (Ex: LPC, LCSW, LMFT, etc.).
- Level II Alaska Chemical Dependency Counselor Certification (or higher).
- Level II Alaska Chemical Dependency Counselor Certification (or higher).
Preferred Qualifications for all Levels
- Experience providing substance use treatment in both residential and outpatient settings.
- Advanced training in interventions related to substance use treatment.
- Training and/or or certification in modalities designed for the treatment of trauma, such as EMDR and Brainspotting.
Physical Requirements:
- Primarily works in an office setting, with extended periods of time at a desk and on a computer.
