SUMMARY: The Emergency Shelter Program Manager is responsible for daily operational program management, and supervision of program staff for SAMMinistries Emergency Shelter. The Emergency Shelter Program Manager will work in collaboration with the Emergency Shelter Program Director to facilitate 24/7 operations and programmatic services to shelter residents utilizing a low-barrier shelter model. The Emergency Shelter Program Manager will promote a “housing focused” philosophy to ensure clients’ experiences with homelessness are as brief as possible, and that they transition to permanent housing quickly. The Emergency Shelter Program Manager will provide leadership for all facets of this project to foster a positive and safe community living environment for clients and staff. The Emergency Shelter Program Manager ensures service delivery is grounded in principles of Trauma-Informed Care, Harm Reduction, and Housing First, and that staff have the tools and support needed to engage and build productive relationships with clients in a project model where participation in services is voluntary and barriers to shelter are very low. The success of this position requires the ability to promote open communication and collaboration between case managers, support staff, community partners and senior leadership. The Emergency Shelter Program Manager will assist the Emergency Shelter Program Director and SAMMinistries senior leadership team with long-term planning priorities that support the strategic direction for the program, as well as the mission and values of the organization. The Emergency Shelter Program Manager will perform daily management functions including organizing, planning, and guiding the implementation of all Emergency Shelter activities and services, and reviewing, evaluating, and managing operations to efficiently achieve the goals and objectives of the program.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Provides professional direction and management of the daily operations of the SAMMinistries Emergency Shelter.
  2. Directs, plans, implements, and maintains all shelter services to promote safety, healing, and empowerment for shelter residents
  1. Ensures adherence to/compliance with all health and safety standards throughout shelter facility; ensures access to the facility is limited to clients, staff, and service providers.
  1. Responsible for scheduling shelter staff and ensuring adequate staffing for the shelter at all times.

  1. Coordinates intake, admission and discharge processes that are in line with low barrier shelter best practices.
  2. Works closely with shelter team in identifying appropriate housing opportunities and resources to facilitate residents’ connection to permanent housing.
  1. Provides clinical direction to the case management team and other shelter staff in conjunction with input from the Clinical Case Manager and Clinical Director.
  2. Utilizes and models outstanding interpersonal skills in all interactions and engages in effective crisis intervention and de-escalation techniques.
  1. Provides guidance and direction for all shelter staff to ensure appropriate program management and to foster consistent, clear communication and the successful execution of projects.
  1. Ensures shelter processes, procedures and documentation promote safety and remain client-centered, empowering, and culturally competent.
  1. Oversees data quality and ensures accuracy of daily census and bed counts; all client information and services are entered in the Homeless Management Information System (HMIS) according to standards outlined in the HMIS Data Quality Plan.
  1. Demonstrates consistent adherence to financial and administrative guidelines; recommends timelines and resources needed to achieve program goals; reviews and approves program check and purchase requests.
  2. Attends special events on behalf of the agency whether sponsored by SAMMinistries, donors, or collaborating partners.
  1. Presents, with commitment and passion, SAMMinistries’ vision, mission, values and goals to the donor community and other audiences.

  1. GENERAL EXPECTATIONS
    1. Develops goals, priorities, and timelines on a regular basis, ensuring timely and efficient management and completion of all program tasks.
      1. Communicates and coordinate priorities, progress, workload, and challenges to Emergency Shelter Program Director on a regular basis.
        1. Communicates across all SAMM departments and with external partners to ensure accountability and monitor compliance with agency policies and procedures and with all grant/contract requirements.
        2. Informs leadership team and assists with urgent situations involving SAMMinistries’ clients or facilities.
          1. Shares information that contributes to positive growth in programmatic practice and fundraising.
          2. Attends staff meetings and participates in organization‐wide planning activities.
            1. Handles other tasks as assigned by the Emergency Shelter Program Director and/or Vice President of Programs.
              1. Keeps up to date on current programmatic research, trends, best practices, and community needs by reading industry publications and attending conferences, workshops, and seminars.

  1. Undertakes all activities with the highest ethical standards.

EDUCATION and/or EXPERIENCE

Masters’ Degree in a social service field from an accredited university is preferred. Bachelor’s Degree from a four-year college or university in social service or a closely-related field is required. Four years’ experience in direct client service required with preference given to experience in a residential, crisis and/or homeless shelter program. Minimum of 3 years of supervisory and fiscal management experience in a social service setting is required, in addition to knowledge and experience in nonprofit and public sector programs administration. Must also have a record of successful experience in leading and developing staff who work with highly vulnerable populations and who must manage a combination of direct service and administrative tasks.

LANGUAGE SKILLS

It is imperative that the person in this position possess and demonstrate excellent written and verbal communication skills and have a high level of energy and ambition. Must be able to read, analyze, and interpret common scientific and technical journals, grant and financial reports, legal documents and/or governmental regulations. Must also be able to respond to common inquiries and complaints from clients, regulatory agencies, partners, and other others in the community. Must be able to effectively present information to the leadership team and Board of Directors, staff, and the general public. Ability to speak Spanish is a plus.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS

Must have a valid Texas Driver's License, a good driving record, reliable transportation, and proper insurance coverage on automobile use for work. Monthly mileage reimbursed for applicable and documented work-related mileage. Some travel may be required.

OTHER SKILLS AND ABILITIES

Ability to operate a computer, copier, fax machine, and a telephone with intercom. Ability to work in Microsoft Windows XP and Office Suite applications; a willingness to learn new programs and applications is essential; ability to follow instructions, think conceptually, set priorities and interface effectively with staff; ability to coordinate work requirements and to handle several projects simultaneously; ability to work conscientiously without supervision; must have excellent written, verbal and

interpersonal communication skills and public speaking ability; ability to maintain strict confidentiality and interact well with all constituencies; ability to work independently but also be flexible in providing assistance to the "team" as needed.
