POSITION PURPOSE

Under the direction of the Executive Director, the Director of Strategy and Communication will create communication materials for internal and external use, analyze data and make policy recommendations, and develop and implement programs to assist residents.

SUMMARY OF ACCOUNTABILITIES

  • Employ various quantitative and qualitative research and evaluation methods related to program design, implementation and evaluation.
  • Write and deliver press releases.
  • Prepare all communications materials.
  • Provide quantitative and qualitative performance measurement evaluations of agency programs, including Housing Choice Voucher program, Family Self-Sufficiency program, Community Choice Program, and assist staff with improving data collection procedures as necessary.
  • Assist the Executive Director with strategic initiatives, special projects, and outreach activities.
  • Identify challenges and emerging issues faced by the Housing Authority. Work with the board and staff to recognize internal and external communications opportunities and solutions, and define and execute appropriate strategies to support them.
  • Serve as a liaison between HACC and other county agencies, including (but not limited to) Bureau of Economic Development, Office of the President, and Justice Advisory Council.
  • Work with Human Services staff to evaluate success of programs and to identify and apply for grant funding for social services initiatives.
  • Draft opinion pieces on behalf of agency to advocate for expanding and improving the supply of affordable housing in Cook County and nationwide.
  • Serve as press and media contact.
  • Other duties as assigned.

OTHER DUTIES AND RESPONSIBILITIES

  • Complies with applicable job-related local, state, and federal regulations.
  • Meets or exceeds applicable job-related HUD performance standards particularly PHAS.
  • Ability to multi-task and complete assignments that sometimes occur in a stressful environment.
  • Strong verbal, written and interpersonal communication skills.
  • Promotes positive customer relations.
  • Performs other duties as assigned.

EDUCATION, EXPERIENCE AND/OR CERTIFICATION

• Bachelor’s degree (BA) or equivalent in public policy, public affairs, social work, sociology or a related field of study from a four-year accredited college or university. 2-3 years of relevant experience in the public or nonprofit sectors or master’s degree in public policy, public administration, social work (macro focus) or related field.

EQUIPMENT AND SYSTEMS OPERATED

  • Personal computer and peripherals.
  • Standard office equipment.

ADDITIONAL WORKING CONDITIONS

  • Requires availability to work beyond normal workday.
  • Work environment consists substantially of indoor office activities performed in a heated/air-conditioned setting.
  • Position requires the need to sit, stand, bend, climb, and/or stretch for extended periods of time.
  • Frequent travel to various work locations in all weather conditions. Must have own transportation.
