Job Description:

Key Responsibilities:

  • Project Leadership: Provide overall leadership and direction for the project, ensuring that all tasks are performed to meet the Client's objectives and timelines.
  • Resource Allocation: Effectively manage and allocate resources, including personnel, equipment, and technology, to ensure project milestones are met.
  • Technical Oversight: Oversee the technical aspects of the project, including the integration and maintenance of HR system databases, data quality improvements, and report generation.
  • Client Liaison: Serve as the primary point of contact for the Client, maintaining regular communication with the Chief Human Capital Officer (CHCO), Deputy CHCO, and Human Capital Information Systems (HCIS) Director.
  • Quality Assurance: Implement and maintain a rigorous quality control plan to ensure all deliverables are accurate, timely, and meet the Client's standards.
  • Reporting: Provide regular status updates and reports to the Client, addressing any issues or changes in project scope or personnel.
  • Team Management: Lead the project team, including key personnel such as the Data Management Analyst, and ensure their work aligns with project goals.
  • Compliance: Ensure the project adheres to all Client regulations, including security clearance requirements and federal HR regulations.

Qualifications:

  • Education: Bachelor's degree from an accredited university or college in Information Technology, Mathematics, Economics, or Statistics.
  • Experience:
    • Minimum of five (5) years of experience as a data analyst or in a related field.
    • Minimum of five (5) years of experience handling large data sets and relational databases.
    • Minimum of five (5) years of experience in constructing queries, report writing, and presenting findings.
    • At least twelve (12) months of experience in federal sector data analysis.
  • Technical Skills:
    • Knowledge of business and management principles involved in resource allocation, HR modeling, leadership techniques, and coordination of resources.
    • Proficiency with electronic equipment, computer hardware, and software, including data system applications.
    • Comprehensive understanding of HR system databases currently in use at the Client, federal HR regulations, and the interrelationship of personnel data files.
    • Ability to use a variety of software to automate recurring reports for the Client.
  • Cultural Fit:
    • Understanding of the Client's cultural climate, management style, and mission, with the ability to produce timely submissions aligned with Client systems.

Key Personnel Requirements:

  • Stability: Key personnel may not be replaced within six months after award unless due to unforeseen circumstances such as illness or termination of employment.
  • Substitution Process: Any changes in key personnel must be approved by the Client TPOC, COR, and CO, with a detailed justification and qualifications of the proposed replacement.
  • Commitment: The Senior Program Manager is expected to be assigned for the duration of the task order, with any changes communicated well in advance to the Client.
