Deputy Director of the OVC Center for VOCA Administrators

The National Criminal Justice Association (NCJA) provides training, technical assistance, and support to State Administering Agencies (SAAs) as well as other state and local stakeholders, including federal grant recipients. The state and territory SAAs support criminal justice policies and services and meet the needs of victims of crime through strategic planning and data analysis to improve the administration of justice. SAAs manage and administer state funding and federal grants from the U.S. Department of Justice, including Victims of Crime Act (VOCA) formula funding awarded/allocated by the Office for Victims of Crime (OVC).


Through the OVC Center for VOCA Administrators (OVC VOCA Center), NCJA provides Victim Assistance and Victim Compensation SAAs with remote and onsite training and technical assistance, coordinates with national partners, gathers data and promotes data-driven and evidence-based policies and practices for inclusion in outreach and training. The overall goal of the OVC VOCA Center is to provide peer-to-peer training and support on federal grants management and administration for VOCA Administrators to build a strong support system, broaden victim services to historically underserved communities, and advance promising policies, practices, and programs that promote justice and healing for all victims of crime.


The OVC VOCA Center Deputy Director will bring significant leadership, training, and technical assistance experience to the OVC VOCA Center. The OVC VOCA Center Deputy Director will primarily work remotely from a home office location, with considerable travel expected. This position will report directly to the OVC VOCA Center Director.

  • Oversees the execution of the programmatic OVC VOCA Center activities for SAAs on Victim Assistance and Compensation Administration.
  • In coordination with the OVC VOCA Center Director, set and manage strategic and operational goals.
  • Lead and supervise OVC VOCA Center Senior Program Managers and other positions as determined using management principles, results and data driven strategies with a stakeholder focused service and clear accountability.
  • Assist OVC VOCA Center Director in budget planning, policy development, and program implementation.
  • Represent the NCJA and the OVC VOCA Center in meetings and communication with federal and state agencies, SAA directors and their staff, and the broader stakeholder community in all areas of TTA to improve crime victims’ rights and services.
  • Advise the OVC VOCA Center Director and NCJA Project Team on the pressing victim assistance program needs in states and territories across the country and on possible TTA solutions for addressing those needs within the overall plan of the OVC VOCA Center and with an understanding of prior and concurrent available training.
  • Identify and recruit Subject Matter Experts (SMEs) to expand expertise available to VOCA SAAs within the available budget and in consultation with other members of the team and OVC staff.
  • Develop curriculum to meet the training needs identified, continually updating elements of the curriculum to meet emerging needs and from Administrator feedback.
  • Deliver virtual and onsite training to VOCA Victim Assistance & Compensation Administrators across the country.
  • Triage all TTA requests with the OVC VOCA Center Team.
  • Ensure the voices of crime victims, especially from historically underserved communities, are considered in OVC VOCA Center decision-making and training delivery to SAAs.
  • Consult and collaborate with OVC and other allied professionals.
  • Ensure compliance with federal grant rules and regulations.

  

Minimum Qualifications

  • Demonstration of significant experience in a leadership role administering VOCA Victim Assistance or VOCA Compensation federal formula funding.
  • A minimum of 10 years of experience, or a combination thereof, in the following areas: project/program management, training & technical assistance, federal grant management, grant administration or grant compliance.
  • A minimum of 5 years of experience directly supervising staff.

 

Knowledge, Skills, and Abilities

  • Strong track record developing curriculum and delivering virtual and onsite training to a wide variety of audiences and experience levels.
  • Expertise in state/federal grant administration, grant compliance, and grant management processes.
  • Ability to speak effectively in front of large and small audiences and familiarity with the principles of adult learning styles.
  • Proven experience developing and leading complex initiatives involving input from a wide and diverse set of stakeholders and interests across the range of crime victim services areas.
  • Proven experience building and maintaining mutually respectful professional relationships with policy stakeholders, funders, victim services providers and organizations representing survivors and their needs.
  • Strong understanding of the state legislative processes and other government processes.
  • Strong understanding of the court system and criminal justice systems available to survivors of crime.
  • Expertise in the impact and dynamics of victimization and the diverse systems with which victims interact.
  • Proven leadership capabilities with a track record of being trustworthy, forthright and a person of integrity.
  • Proven problem solver who can make clear-headed, collaborative decisions while under pressure.
  • Ability to manage multiple priorities simultaneously.
  • Proven strategic thinker and planner.
  • Strong preference for working in collaborative environment as a team player and building strong relationships internally and externally.

  • Frequent travel throughout the United States is required.
  • Proficient using Microsoft Office programs, including Word, Excel, PowerPoint, SharePoint and Outlook, as well as virtual meeting programs including Zoom.
  • Organized and dependable, including ability to respond to emails and requests for information in a timely manner.

Physical Requirements


Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking. Limited physical effort is required for walking, lifting, and carrying (less than 25 lbs.) 5-10% of work time. Working Conditions


This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, scanners, photocopiers and filing cabinets.

Compensation


Salary: Up to $112,500
