POSITION SUMMARY
The Senior Redevelopment Agency Program Manager works under the direction of the Community and Economic Development Director to shape policies, develop programs, and manage projects that increase economic development and secure the City's long-term success and sustainability.
This position manages consultants and sub-contractors in-lieu of full-time staff to accomplish department programs, and manages the implementation of planning, policies, strategies, and projects that forward City economic development goals and facilitate economic growth in SSL. Project management experience, familiarity with state and local development codes, development and land use processes are essential to success in this position. Conducting effective public relations outreach and stakeholder engagement is critical to the success of this position. Coordination with other City departments including Neighborhoods, Promise South Salt Lake, Code Enforcement, Arts Council, Homeless Strategies and Public Safety.

ESSENTIAL RESPONSIBILITIES AND DUTIES
- Manages programs that promote economic development in the City.
- Develops, updates and implements strategic plans that outline a vision, policies, programs and priorities for economic development.
- Responsible for management and long-term planning of special events, including negotiation of use of RDA funds for civic and economic/community development events such as Mural Fest, Craftoberfest, and other small business and community happenings.
- Manages the execution and City operations related to events including coordination with various City Departments, various City codes, licensing and policies, traffic, security, venues and permitting.
- Works directly with the RDA/Community and Economic Development Manager to track and analyze data trends and economic impacts for events and related projects.
- Manages various programs and projects to support the small-business community needs.
- Manages relationship with professional business associations including the Chamber of Commerce businesses within the Creative Industry Zone, and the pending downtown alliance.
- Responsible for working cross-departmentally to implement broad community goals efficiently.
- Leads or directs public outreach, stakeholder engagement, and marketing that promotes the City's business community and redeveloping neighborhoods.
- Provides excellent communication and community outreach for Special Events and assigned programs/projects, including website, social media, radio, and newspaper.
- Supports mayor, council, Redevelopment Agency and Community and Economic Development Department in addressing resident and business comments, questions, and concerns.
- Represents the City to business and professional organizations, sharing resources and support and educating entities on City issues and projects.
- Must communicate and coordinate with community members, community and business stakeholders, and cross-jurisdictional and interdepartmental teams. Represents City at various interagency, community, and partner meetings.
- Manages and prepares RFP/RFQ for various City-initiated projects.
- Leads procurement, negotiation, implementation, and management of Service Provider Agreements and Facility Leases; works with City legal staff to prepare and oversee contract execution in compliance with City policy.
- Manages special projects and programs.
- Provides project management experience and leadership in innovation and strategic change through redevelopment projects.
- In collaboration with other City departments, manages neighborhood reinvestment and improvement projects, such as streetscape, public art, public space, temporary installations, and business fa?ade improvements.
- Plans and manages growth of special events and other programs that leverage RDA funds in coordination with internal city departments and external stakeholders.
- Oversees the execution and City operations related to events including coordination with various City Departments, various City codes, licensing and policies, traffic, security, venues and permitting.
- Manages and prepares RFP/RFQ for various City-initiated projects; leads procurement, negotiation, and implementation.
- Manages RDA owned properties, including Maintenance Service Provider Agreements and Facility Leases.
- Works with City legal staff to prepare and oversee contracts in compliance with City policy.
- Builds capacity, partnerships and projects to increase economic development opportunities in the City.
- Leads policy development and implementation related to the arts, culture, food and beverage, and small entrepreneurship to support the City's Creative Industries Zone.
- Supports the Neighborhoods Department in implementing Public Art Board programs and strategic planning.
- The successful candidate must exhibit a high degree of understanding and performance in areas that include cultural policy, municipal operation innovative leadership, personnel management, and the ability to establish and maintain effective working relationships with internal and external partners facilitates relationships and projects between partners and collaborators. Leads policy development and implementation related to the arts, culture, food and beverage, and small entrepreneurship to support the City's Creative Industries Zone.
- Participates in public art programs, including Arts Council strategic planning, public art commissioning, fundraising and City funding agreements.
- Leads multi-stakeholder planning and strategy efforts.
- Participates in agency and non-profit boards, councils and trainings.
- Represents the City and its policies to the public and to other government entities.
- Performs other duties as assigned.

MINIMUM QUALIFICATIONS
EDUCATION, EXPERIENCE AND CERTIFICATIONS
- Graduation from an accredited college or university with a degree in project management, construction administration, urban planning or design, public administration, finance, political science, business administration, or similar field.
- 7 years of progressively responsible experience in project management, construction administration, urban planning or design, public administration, finance political science, business administration, or related field.
- Possession of a valid Utah Driver's License is recommended.
PREFERRED QUALIFICATIONS
- 10 years' experience in leadership or project management duties.
- Experience in government administration.
- Experience in producing, managing or implementing special events.
- 5 years supervisory experience.
- Advanced degree or accreditation in related field.
