Position Summary: The Senior Policy Advisor coordinates and oversees activities related to state and federal health care regulations and legislation impacting the Medicare Supplemental (Medigap), supplemental health coverage, and other commercial product lines, including excepted benefits such as dental insurance.

Essential Duties and Responsibilities

  1. Manages AHIP’s policy and advocacy work on behalf of member companies that offer dental insurance, including leading the Dental Committee.
  2. Develops and manages AHIP policy on Medicare Supplement (Medigap) coverage, including leading the Medicare Supplement Committee and working closely with AHIP state affairs and policy staff on state legislative and regulatory issues that impact Medigap members.
  3. Develops and implements policy and positioning recommendations, legislative and regulatory analysis, and serves as a resource for member health plans. Facilitates AHIP member committees and workgroups as assigned.
  4. Tracks, researches, and prepares materials on federal legislation, regulations, policies, and sub-regulatory guidance impacting non-major medical coverage, particularly Medicare Supplement and Dental Insurance.
  5. Presents AHIP member views to government officials and external groups, including the National Association of Insurance Commissioners and National Conference of Insurance Legislators.
  6. Develops policy alternatives through discussion papers, white papers, and related policy analysis.
  7. Prepares written communications, including discussion documents and memos to gather member consensus, comment letters, policy briefs, and talking points in support of AHIP's policy and operations positions.
  8. Directs research projects and surveys.
  9. Performs other tasks as required or assigned.

Minimum Education and Experience Required

  1. Bachelor's Degree and/or equivalent experience
  2. Master's Degree or J.D. preferred
  3. Minimum of 5-7 years of experience in health care or health insurance issues
  4. Experience working with health insurance plans, federal or state agencies, and key external partners on issues of strategic interest.
  5. Proven ability to analyze and develop policy on health-related regulations, legislation and/or standards.
  6. Experience presenting to large multi-stakeholder groups on complex health industry issues.

Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5:30 p.m.
