HOUSING TEAM LEAD

Position Title:Housing Team Lead

Classification:Non-Exempt

Supervised By:Housing Program Manager

Job Summary: Provides daily support and guidance to staff and participants of Home Start's Housing Programs. Oversees all housing waitlists, Housing email account, service trackers, assessment/data collection system, and other intake duties. The Housing Team Lead works directly with the Housing Program Manager to support daily program needs.

Duties and Responsibilities:

1.Ensures that program clients actively participate in workshops, groups, and meet productivity criteria.2.Monitors intake lists, the Housing email account, program referrals, and ensures that programs are operating at capacity.
3.Adheres to reporting requirements, monitors budgets, billing, and contractual goals.

4.Works to support the Housing Department leadership team in reporting, program implementation, and other duties as assigned.
5.Provides guidance and training to housing staff. 6.Manages all housing inquiries by providing information and linkage to internal and external resources. 7.Conduct needed housing activities including leasing housing, maintaining housing records, communication with property managers, communicating with facility maintenance needs and requests, collecting rent, inspecting rental units, managing security deposits, overseeing utility payments, tracking progress of participant from housing perspective, developing and monitoring Occupancy Agreements, verifying income, and calculating rent and utility payments for participants in the program.

8.Maintain compliance with all reporting requirements, monitors HMIS/ETO data, and fulfills training recommendations.
9. Ensures all practices align with the Housing First, Trauma Informed Care, Harm Reduction and Safety Planning, Mobile Advocacy and Flexible Engagement models.
10.Supports team members with developing safety plans and connect participants with referrals and case management.
11.Serves as a leadership point of contact for victims of domestic violence, individuals experiencing housing instability or homelessness, and individuals navigating other Home Start services.
12.Monitors charts, completes file checks, and ensures weekly unit inspections.

13.Assists with securing housing, advocating for individuals, and ongoing supportive services to ensure stability and safety.
14.Provide outreach and education to community stakeholders regarding the various services Home Start offers and develop and expand partnerships with supportive services providers.
15.Facilitate access to flexible financial assistance to address barriers to safety and stability including assistance with housing and non-housing needs (transportation, childcare, utilities, education/employment supplies).

16.Provide support to the Housing Program Manager.

17. Additional duties as assigned.

Qualifications:

Education: A Master's degree in Human Services or related field preferred, Bachelor's degree required.

Experience: Human Services or equivalent work experience and training.

Knowledge: Must have knowledge of contract compliance and funding requirements. Must be familiar with supportive housing and related service models for people experiencing homelessness and other vulnerable populations. Possess existing knowledge of and experience with Housing First, Harm Reduction, Motivational Interviewing, Positive Youth Development, and Trauma Informed Service Delivery models. Knowledgeable about homelessness, housing instability, and services tailored to these specific populations. Awareness of relationship violence, child abuse, stalking, and sexual abuse and assault abused. Knowledge of counseling and advocacy techniques for people who have been victims of domestic violence, including crisis intervention and case management skills beneficial. Previous experience in human services, community agencies, or other related non-profit or social change organizations a plus.

Skills: Experience supporting team members in a leadership capacity, adhering to grant requirements, and monitoring budgets. Experience providing support, structure, empathy, sound judgment and insight into human behavior and family relations. Computer literacy required including knowledge of Microsoft Office.

Abilities: Demonstrated ability to be culturally appropriate and sensitive with others and have respect for diversity; ability to assess situations and opportunities and translate them into plans of action; ability to create a high-performance climate and to work as a team member; and take initiative in pursuing program and department goals with minimal supervision. Must have the ability to adjust in a fast-paced environment with changing priorities and be flexible.

Other Requirements: Clear oral and written communication skills are required. Bilingual (English/Spanish) preferred. Must have or willing to complete Certified DV Counselor training within 3 months of hire. Must have a valid California driver's license, a safe driving record, automobile insurance, a reliable vehicle, and pass a criminal background check. Physical Demands:

•Reading and typing on a computer frequently.

•Sitting for long periods of time

•Daily travel in vehicle to client, agency and community meetings.
