ABOUT US
The Cambridge Housing Authority ("CHA"), a leader in developing and maintaining affordable housing communities, is seeking a qualified and highly motivated candidate. By focusing on policy innovation and family economic opportunities, the CHA is committed to developing and managing safe, high quality, affordable housing for low-income individuals and families. CHA provides long-term rental housing and rental assistance to more than 5,500+ individuals and families through its Public Housing and Housing Choice Voucher (HCV) Programs. CHA has been awarded accreditation by the Affordable Housing Accreditation Board (AHAB) and was the seventh affordable housing provider in the nation to receive this prestigious accreditation.
SUMMARY
This position will be the primary staff, with support from the Director of Leased Housing and/or Deputy Director(s) of Leased Housing to administer the City of Somerville Municipal Voucher Program (MVP). CHA will be responsible for program design and administration of this voucher program. The Senior Program Manager will be responsible for coordinating and administering all aspects of the program, including but not limited to: the development of operational policies, procedures, and program forms; processing applications submitted by the City’s Prevention Advisory Group (PAG) and ensuring applications are complete; determining program eligibility and completing all required screening elements; coordinating the inspection process to ensure that prospective units are in safe and sanitary condition; communicating with landlords and program participants; data entry and data collection and coordination among partners and stakeholders.
All activities must support the Authority’s strategic goals and objectives.

Education and/or Experience
College degree required. Master of Public Administration, Policy or related field preferred. Two years (minimum) experience with affordable housing or related programs with demonstrated experience in project management or supervision. Must have valid Massachusetts driver’s license and be insurable under CHA policies. An equivalent combination of education and experience may be considered.
Technical Skills
To perform this job successfully, an individual should have strong computer skills (MS Word, MS Excel, MS Access, and MS Outlook), excellent data analysis and presentation skills. Ability to learn other computer software programs may be required by assigned tasks.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Responsible for coordinating the City of Somerville Municipal Voucher Program, acting as the main liaison with the City of Somerville Office of Housing Stability.
- Coordinates with the City of Somerville Office of Housing Stability staff, the MVP Prevention Advisory Group to develop the program requirements, processes, and policies.
- Provides technical assistance to and collaborates with the other partners in this project.
- Track and monitor program and fiscal data.
- Provides support to the fiscal department regarding all required reporting requirements including, but not limited to voucher payments, owner incentive payments and all administrative costs.
- Designs and coordinates programmatic reports and regularly advises the Director of Leased Housing and/or the Executive Director of the programmatic and contractual progress.
- Represents the agency at program events and meetings.
- Performs other duties as assigned.
