Position Summary:
ISI Professional Services is looking for a Contract Specialist (CS) to support construction management operations for the National Park Service in Washington, DC. The CS shall provide support to design and construction management teams. The CS shall be computer literate, knowledgeable in accounting practices and be proficient in Windows, Microsoft Office including Word, Excel and PowerPoint, Google Chrome and Internet Explorer. CS shall have the ability to learn and utilize Government and commercial databases such as PRISM and SAP, use of the Financial and Business Management System (FBMS), AFS4, NPS Help Desk Ticket, Concur Travel, and GSA Advantage. The CS shall provide procurement and contract maintenance support to the Contracting Officer and the project design and construction management teams.
Key Responsibilities:
- Provides ingenuity to acquisition services and procurement strategies by planning and negotiating highly complex purchases, where little or no contractual precedent might exist before in supplies, systems, services, equipment, and/or construction.
- Demonstrates expertise in sound business judgment by providing best value products or services to satisfy customer needs. Provides extensive technical services and guidance to Agency customers and officials on contracting matters.
- Independently manages all contractual aspects for acquisition plans which may include: coordination of multiple contracts, long range procurement planning, interpreting policies to solve unprecedented problems, using statements of need, risks, source selection strategies, competition, socio-economic considerations, contract type, contract vehicle, appropriate milestone charts, related schedules and/or other relevant elements of acquisition planning.
- Conducts acquisition planning and market research. Together with project team and Small Business Specialist, determines contract type, and area of solicitation. Considers all possible set-asides in conjunction with local socioeconomic and small business goals. Prepares other required pre-solicitation documentation. Prepares and posts FedBizOpps advertisement.
- Assists with preparation of solicitations to be issued by the Contracting Officer, Requests for Proposals/Quotes and amendments. Works with project team to address questions. Receives, records, and assists with reviews of proposals/quotes for responsiveness.
- Prepares for and participates in negotiations; performs cost and/or price analyses under the direction of the Contracting Officer; assists with documentation of source selection activities; and assists with determination of fair and reasonable pricing under the guidance and for final approval of the Contracting Officer. Obtains certified and other than certified cost and pricing data as required.
- Processes contract awards for Government Contracting Officer signature. Assists with the preparation and distribution of award packages and announcements.
- Assists with the performance of contract administration. Assists with the maintenance of the official contract file (all files are electronic). Assist with the resolution of payment issues, reviews payroll reports against DOL wage determinations; issues general correspondence and memoranda; and addresses general contract administration questions under the guidance of the Contracting Officer.
- Under the guidance of the Contracting Officer, processes modifications, obtains and evaluates contractor proposals, participates in and documents negotiations, prepares modifications with supporting documents for signature by the Government Contracting Officer.
- Prepares closeout documents.
Minimum Qualifications, Knowledge, Skills, and Abilities:
- Shall have a Secret level security clearance and have the ability to retain a Secret level security clearance
- Minimum of 24 business credit hours; a 4+ year Bachelor’s degree in Business, or other related field from accredited college or university with a minimum of 5or more years of relevant Federal Government Contracting experience with the performance requirements for this position.
- Two (2) years construction contracting experience along with two (2) years architect – engineer services contracting experience is preferred.

Work Setting/Environment/Travel Requirements:
- Monday through Friday, Normal business hours 8:00 am – 5:00 pm
- Remote
- Travel 10% of the time to Washington, DC or Lakewood, CO.
