Job Description:
Contract Specialist V
The Independent Living Services (ILS) Contract Specialist V reports to the Contract Administration Manager. The position serves as a team lead for seven Contract Specialist IV positions and one Program Specialist IV position. Performs advanced consultative and technical assistance work, including planning, developing and implementing Independent Living Services (ILS) Program, Centers for Independent Living (CIL), community based Independent Living initiatives and related services. Work involves overseeing, reviewing and coordinating with the compliance team as well as service providers in areas of program compliance and performance using available financial and program data in oversight activities. Provides training, technical assistance and coordination of work with the compliance team, other agency and program staff. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment related to compliance monitoring tasks. Performs other duties as assigned. Essential Job Functions:
EJF 1. Leads a compliance team and oversees the coordination and communication of team members with assigned contract service providers about program and fiscal performance, and contract compliance. Ensures the review and analysis of programmatic and financial issues is completed with other program and agency staff to resolve concerns on a timely basis. (20%).
EJF 2. Leads a team of compliance specialists to oversee and administer the billing process for contract billing. Oversees the review and analysis of data on program and fiscal performance related to invoice and payment advance activities on an ongoing basis. Evaluates and reviews expenditure data and makes projections to ensure appropriate use of funds by contracted vendors. Oversees monitoring of contract budget and program targets and oversees changes to funding and performance measure revisions. Recommends appropriate corrective actions regarding program targets and contract compliance. Researches and resolves problems and provides guidance to service providers and HHSC ILS program staff in the areas of performance and compliance. (20%)
EJF 3. Leads, participates or assigns team member participation in projects including but not limited to risk assessment process, monitoring instruments, development of bid evaluation instruments, development of contracts/amendments and grant application solicitations/reviews. Makes recommendations to Program Director, Contract Administration Manager and other sections in regard to programmatic or financial issues. Leads and manages other assigned projects effectively by planning timelines, assigning duties and tracking progress on required tasks of the performance management teams. (20%)
EJF 4. Leads a team of compliance specialists and oversees the team's tracking of performance related to all assigned ILS Programs for compliance with ILS Standards, ILS Data Reporting System requirements, state regulations and federal regulations within established timeframes. (10%)
EJF 5. Leads a team of compliance staff, assigns and conducts monitoring reviews of service provider compliance with ILS program and contract requirements. Oversees compliance team report writing. Writes clear and concise monitoring reports on a timely basis. Reviews and makes approval recommendations to the ILS Program Director and Contract Administration Manager for contract service provider improvement plans and corrective action plans. Responsible for contract management duties for one contract. Effectively manages work assignments of the team and keeps management informed of status and priorities. (20%)
EJF 6. Maintains knowledge about the ILS Standards, ILS Data Reporting System, state/federal regulations and contract monitoring best practices. Participates in professional development and continuing education on a regular basis. Serves as a backup to the ILS Provider Mailbox. (5%)
EJF 7. Performs other duties as assigned. (5%)
Knowledge Skills Abilities:

Ability to travel 40% including overnight.
