STATUS: SALARY | EXEMPT

JOB CODE: 52-3121

1. POSITION FUNCTION/OBJECTIVE:
The Division Manager is responsible for the safe construction, operation and maintenance of the Cooperative's distribution system including substations within their division. The American Transmission Company authorizes construction, operation and maintenance on the transmission system and the Division Manager is responsible to that extent.

2. PRINCIPAL DUTIES AND RESPONSIBILITIES:
a. Supervise line personnel and contractors to ensure timely completion of work in a safe, economical manner adhering to RUS specifications. Maintain a dotted line supervisory relationship with Staking Technician assigned to the division and work closely with the Engineering Department to assure for seamless completion of all work assigned to the division.
b. Schedule and oversee: work orders, service orders, cutoffs, miss digs, light repair/installation, tree trimming, outages, switching through CEC system control and ATC Control.
c. Works with member services personnel to ensure the proper and timely handling of service requests, including miss digs, and consumer inquiries, requests and complaints.
d. Must be able to assist with the hiring of new personnel as well as able to discipline staff as required when policies and/or procedures have been violated.
e. Directs the restoration of service during storms and other emergencies.
f. Work with City, State and law enforcement agencies as needed. May need to attend CEC and public meetings.
g. Ensures the routine inspection of power lines and equipment, including service drops and metering are completed, and service orders created for any deficiencies found.
h. Ensures the vehicles and equipment assigned to each area are inspected and properly maintained.
i. Coordinates with stores personnel to maintain a proper and economical inventory within each area.
j. Responsible for maintenance of assigned buildings. Oversee building construction projects.
k. Supervises oil spill cleanups.
l. Responsible for the training and development of personnel within the work group. This includes both journeyman and apprentice linemen.
m. Responsible to see that all personnel are adhering to the Cooperative's safety policies at all times.
n. Conduct accident investigations; complete reports for same as well as near misses, property damage and utility theft reports.
o. Monthly duties include vehicle, buildings/grounds, and safety inspections and filing vehicle reports.
p. Prepare, approve and file timesheets, purchase requisitions, completed work orders etc. Compile and submit work plan and annual budget items to be included in the Cooperative work plan and budgets.
q. Any other duties assigned by the Director of Operations.

3. AUTHORITIES AND ACCOUNTABILITIES:
a. The Division Manager reports to the Director of Operations keeping him/her informed concerning work in progress and completed and consulting with him/her concerning problems which hinder efficient completion of the duties and responsibilities of the position.
b. The Division Manager shall have full authority to carry out the duties and responsibilities of this position in conformity with established policies and procedures.
c. The Division Manager is accountable to their supervisor and the management of the Cooperative for the efficient performance of these responsibilities and that, although some of the responsibilities may be delegated or assigned to another person, the accountability cannot be.
d. The Division Manager is responsible for supervising bargaining unit personnel (line department). The Division Manager must be fully knowledgeable of the bargaining unit contract and can administer it accordingly as it pertains to line department personnel.
e. The Division Manager is encouraged to use initiative and judgment in making decisions, remembering that the Cooperative's best interest can be affected by their actions. The Division Manager should make suggestions for the improvement of operations and efficiency when appropriate.
4. POSITION SPECIFICATIONS:
This position is exempt under the provisions of the Fair Labor Standards Act and is therefore not subject to the Cooperative's policies and procedures pertaining to overtime hours and premium pay. See Cloverland's Employee Handbook for policies on exempt/salaried employees.
5. EDUCATION AND EXPERIENCE:
a. High school diploma required, college degree preferred. Supervisor experience desired. Experience as a lineman or electrician is desired.
b. Previous experience in the following areas are preferred: experience working out of a bucket truck, climbing poles, operating digger trucks and operating other motorized equipment.
6. KNOWLEDGE, SKILLS AND ABILITIES:
a. Must have good oral and written communication skills and demonstrated ability to work with the public.
b. Must have or can follow through with accounting paperwork for purchases, planning and budgeting.
c. Must be willing to work beyond the regularly scheduled work day.
d. Must have a valid State of Michigan Driver's License, Class A CDL preferred.
e. Must be willing to fly in small aircraft to Mackinac Island as required.
f. Proficient in use of computer hardware, NISC iVue software (MS Office) and communication equipment.
g. Must be able to communicate effectively with members to resolve their issues.
h. Performs the essential functions and elements of this position competently. Personal characteristics to include: a team player, high integrity, good personal habits, regular work attendance, courteous and friendly, tact and persuasiveness, able to work well with diverse groups of people, and gain and maintain respect of others, both inside and outside the Cooperative.
