About the Position

MOSERS is seeking an individual for our part-time Board Administrator opening. The individual in this position will work 20 hours a week on average with actual hours per week varying due to the timing of board meetings.  The primary responsibility of this position will be to coordinate meeting logistics and technology, prepare meeting materials, and take meeting minutes for the MOSERS Board of Trustee meetings. There are approximately 16 meetings per year.  The vast majority of these meetings are scheduled well in advance, so the varied schedule will be predictable. You can see a list of the 2024 Board of Trustee meetings here and a list of the Board's three committee's meetings here.  This position works directly with the MOSERS' Executive Director.

What You’ll Do

The individual in this position will provide administrative and technical support to the MOSERS Board of Trustees in concert with the MOSERS Executive Director. Responsibilities include:

  • Provides direct administrative and technical support to the MOSERS Board of Trustees.
  • Works closely with the executive director on all matters related to the Board.
  • Plans and coordinates logistics for Board meetings. Schedules executive director's board meeting update for staff.
  • Prepares agendas for Board meetings including coordinating between the executive director and Board chair and ensures proper posting of the agenda in accordance with the Missouri Sunshine law. Ensures meetings are held in accordance with the law.  
  • Composes minutes of the Board meetings.
  • Responsible for maintaining official documents of the Board of Trustees.
  • Employs critical thinking and strategic skills to advise the Executive Director on agenda items to meet statutory and governance policy requirements.
  • Makes prompt decisions and maintains steadfast direction as applicable to Board processes.
  • Acts as a liaison between senior leadership and agencies in state government, Board members, legislators, elected officials, and other retirement systems, requiring a great deal of diplomacy.
  • Prepares and distributes Board meeting packets.
  • Monitors Board attendance at meetings.
  • Assists with Board rules.
  • Tracks Board members compliance with educational requirements and provides information on educational opportunities in order for them to meet their educational requirements as prescribed by law.  
  • Responsible for making travel arrangements for the Board.
  • Answers the executive director's phone line.
  • Helps ensure the Board governance policy reporting requirements are met.
  • Responsible for maintaining internal governance policy manual, investment policy statement, and MOSERS Board rules. 
  • Coordinates the annual filing of staff's and Board member's personal financial disclosure (PFD) statements to the Missouri Ethics Commission and files monthly lobbyist reports for executive staff.
  • Coordinates the distribution of annual contribution rate letters.
  • Ensures updated and accurate information is posted to the Board of Trustee's website and the Board section of the public website.
  • Maintains Board members' information and term of office history.
  • Assists in writing and developing materials, including presentations, written reports, or correspondence.
  • Maintains regular and reliable attendance. 
  • Performs other duties as needed or assigned.


What We’re Looking for in an Ideal Candidate

  • Bachelor’s degree and 6 months of responsible administrative experience or high school degree and 5 years of administrative experience and the ability to perform with a high level of tact and professionalism.
  • Prefer experience working with a Board of Trustees, including taking meeting minutes.
  • Prefer experience working with a chief executive officer, executive director, or similar position.
  • Requires professional discretion and judgment.
  • Ability to communicate effectively and handle confidential information in a professional manner.
  • Ability to exercise considerable initiative and judgment in planning, prioritizing, and carrying out assignments accurately and in a timely manner.
  • Ability to multitask and to work independently without close supervision. 
  • Proficiency with PowerPoint, Excel, Outlook, basic HTML, and virtual meeting platforms.
  • Basic knowledge of MOSERS rules, regulations, and laws; benefit plans; and procedures.
  • Ability to maintain confidentiality.
  • Ability to demonstrate integrity and a high degree of ethics.
  • Ability to establish positive working relationships with MOSERS staff, MOSERS members, outside vendors, and other contacts.
  • Ability to maintain regular and reliable attendance.
