Summary Statement:An incumbent in this class directly provides, coordinates, and monitors the delivery of professional social work services to children, youth, and families; or adult special populations and families; to resolve problems involving trauma, dependency, criminal behavior, exploitation, and family dysfunction, which may include economically disadvantaged clients.
Nature and Scope:A class incumbent works under the general supervision of a technical superior and is responsible for providing case coordination, intensive therapeutic case management and supportive counseling to children, youth and families; or adult special populations and families. Employees are responsible for the development of service plans, either solely or in conjunction with other counseling personnel, teachers, and case workers. Incumbents interact with treatment facility staff, courts, community-based organizations and private agencies regarding clients' problems and progress. Incumbents obtain case histories, prepare social assessments, and determine eligibility for and availability of community resources encompassing multifaceted needs of the clients. Incumbents are required to review service and/or treatment plans periodically, assessing progress and making the necessary adjustments to accomplish goals. Securing client cooperation and developing effective interpersonal relationships and intervening in crisis situations are of major significance in this work. This position requires flexible work schedule to include evenings, weekends, and on-call responsibilities.

  • Assumes an active, mentorship role in the activities of assigned youth program participants including recreation, education, employment, and basic life skills.
  • Establishes and maintains interpersonal relationships with youth program participants to encourage and assist with their social development and appropriate behavior.
  • Evaluates information derived from mentoring sessions, case history, and other pertinent sources and refers to proper channels for review.
  • Prepares, maintains, and contributes to a variety of records and reports to document information relating to youth program participation.
  • Provides or coordinates participant transportation to and from necessary services and activities when necessary.
  • Provides services to advocate for health, safety and welfare or rights of clients and their families and assists them in obtaining needed services.
  • Interviews clients and family members and/or professionals to gather personal, social and background information; works closely with the client and family to formulate a clear description of the client and family’s goals; discover resources and strengths available to the client and family to resolve the goals; and identify the barriers, if any, that prevent the client and family from achieving the goals.
  • In collaboration with the client and family, develops and implements service plans, outlining the goals and objectives to be accomplished, methods and techniques to be used, and anticipated results; assists the client and family in obtaining community, social and/or therapeutic services and resources needed to accomplish goals and objectives.
  • Assesses progress toward goals and makes recommendations on plans.
  • Prepares social histories, client progress reports, evaluation; prepares and maintains a variety of records and files pertaining to clients assigned to caseload.
  • May be required to perform emergency duty which requires being on call for an assigned time period.

Knowledge, Skills, Abilities:
  • Knowledge of social, economic, psychological and health factors and the manner in which they may affect the social behavior of individuals and families.
  • Knowledge of the principles, theories, methods, and techniques of individual, group and family counseling.
  • Knowledge of casework principles and practices used in the preparation of service plans and management of a varied caseload.
  • Knowledge of the relevant aspects of the Delaware Code, juvenile justice system, courtroom, and other applicable procedures.
  • Knowledge of agencies, services, and resources available in the community.
  • Skill in the development of service plans.
  • Skill in conducting interviews of a sensitive nature.
  • Ability to establish and maintain effective working relationships with clients, their families, associates, social service representatives and the public.
  • Ability to recognize the symptoms of mental health and substance use issues.
  • Ability to prepare and maintain accurate records.

Job Requirements:Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  • Possession of a bachelor’s degree or higher in Behavioral or Social Science or related field; applicants with lived experience are encouraged to apply and may request a waiver for the degree requirement.
  • Two years' experience working with abused, neglected, exploited, or economically disadvantaged clients involving dependency, criminal behavior, or family dysfunction.
  • Two years' experience interviewing clients and their families to obtain facts, explore issues and identify courses of action.
  • Two years' experience in case management which includes assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individual’s human service needs.
  • Two years' experience instructing, tutoring, or mentoring youth individually or in groups.
  • Two years' experience engaging youth by assisting with daily activities such as recreation, employment, self-care, transportation, or education.
  • Two years' experience in narrative report writing.
  • Possession of a valid Driver's License (not suspended, revoked, or cancelled, or disqualified from driving).
