Linkitall LLC (DBA LIA) is seeking an Information Technology (IT) Project Manager to provide management augmentation support for the ARCP's strategic information management / information technology (IM/IT) support initiatives in support of the Comprehensive Transition Plan (CRP). The IT Project Manager will support ARCP level automation requirements, analysis, project management systems, engineering services, and training guidance within the office of ARCP and supervision of employees. This support will also include organizational process reengineering, business process improvement, consultation, and access to manpower to augment operations until such time that these services support transition to the USA MEDCOM Troop Command, MEDCOM G6 Defense Health Agency (DHA) or Army Agencies.

Major responsibilities include (not all inclusive)

  • Create and post weekly and monthly team status reports.
  • Create and maintain metrics for the team.
  • Monitor and validate all required training is completed, per the contract.
  • Manage, monitor, and assign WCT help desk tickets.
  • Assist PM with briefs, project coordination, and team management.
  • Monitor and validate property management/inventory control system is maintained.
  • Monitor and validate the mobile device application is maintained.
  • Submit and Monitor incident reports in ARCP SharePoint Internal Ticketing System.
  • Assign users with a kiosk or assigned equipment.
  • Create User Account Requests (UARs).
  • Create hand receipts for all assigned equipment.
  • Assist users with equipment, software, or printer issues.
  • Assist with WCT VTC and audio conference meetings.
  • Ability to troubleshoot network issues.
  • Assist with mobile device configuration, iPhones, Blackberry Classics, and MiFi devices.
  • Coordinate with JSP for equipment imaging and configuration.
  • Coordinate with JSP for personnel moves and telephone setup.
  • Coordinate with DHA for VTC connection issues.
  • Coordinate with IT personnel at other locations for OIP Team internet access.
  • Review, update, or modify current documentation.
  • Create new documentation when required.
  • Research new technologies and make recommendations, including how the technology will enhance the directorate's ability to complete their mission.
  • Assist with Consolidated Buy requirements and submissions.
  • Provide Project Support to OTSG with IT Technical Support Services to include labor and technical services for desktop and systems management for SIPR Level 2.
  • Safeguarding all information of a confidential and sensitive nature.
  • Manage, track, and coordinate projects at a program level and milestones, resources and project status at the project level using the internal ARCP databases and tracking systems.
  • Provide project metrics utilizing the internal ARCP databases and tracking system, such as Project, Visio, and ARCP SharePoint.
  • Responsible for supporting the Level of Effort (LOE) processes in the ARCP and provide metrics to support the ISD's LOE statistics across all business units.
  • Required to provide IT PM support for the DCS, ARCP's initiatives in support of Warrior Games, Army Warrior Games Trials, and other related educational conferences.
  • Provide highly qualified and capable personnel that can support the ARCP Information Management Officer (IMO) at a Tier 0/1 level support. Tier 1 level support is to gather the user's information and record in ARCP's assistance tracking system and/or DHA Remedy Helpdesk system.

Qualifications/Requirements

  • Bachelor's degree preferred.
  • SECRET Security Clearance
  • Must have exceptional Customer Service.
  • Must have a "go-getter" attitude.
  • Ability to work independently and within a team environment.
  • Inventory management process knowledge.
  • Familiarity with IT controls, risk determination and mitigation processes (or Sarbanes/Oxley -SOX).
  • Comprehension of Project Management methodologies.
  • Experience with VTC systems.
  • Knowledge of SharePoint from an Administrative focus, to assist with process improvement and streamline efforts for increased productivity and efficiencies.
  • Track, document and detail work.
  • Intermediate to Expert knowledge of Microsoft Office products, including Access/SQL, Project, Visio, .Net, and C#.
  • Remedy knowledge (or similar Helpdesk software)
  • Working knowledge of the Army Warrior Transition Mission, a working knowledge of the Army
  • Warrior Care and Transition Systems (AARCPS) and a working knowledge of the Army Comprehensive Transition Plan (CTP) is preferred.
  • Extensive knowledge and experience in program / project management.
  • Proficient in other functional areas including acquisition, business and enterprise planning, space and facility management, security, training and telecommunications.
  • Must be able to undergo appropriate background investigation and security awareness training.

Experience

  • Experience in ARCP Information Management Officer (IMO) at a Tier 0/1 level support to gather the user's information and record in ARCP's assistance tracking system and/or DHA Remedy Helpdesk system.
  • Minimum of (5) five years' experience in a HQ Staff IT related environment.
  • Assign and Monitor tickets in the IT field: 2 years (Preferred).
  • Customer Service: 2 years (Preferred).
  • Review network diagrams and potential risks: 2 years (Preferred).
  • Microsoft Windows-10: 2 years (Preferred).
  • Modifying & creating diagrams network architectural diagrams: 2 years (Preferred).+
  • Experience with programming technologies and lifecycle management methodologies.
