Reports to: Project Manager

Schedule: The work week is Monday-Friday, generally working a minimum of 40 hours/week aligned with the core administration hours of 8:00 am-4:00 pm; however, hours may vary depending on departmental needs including early morning, evening, and weekend hours as needed.

Position Summary

The Assistant Project Manager at SBN coordinates and manages assigned construction and large maintenance related activities, disseminating information and coordinating with internal and external stakeholders and other departments related to capital and maintenance projects.

The Assistant Project Manager may assist other departments in technical writing, reporting, and other facets that are vital to the continued operation of the Airport. Will oversee the implementation and maintenance of project management processes within established guidelines and standards.

Essential Duties & Responsibilities

  • Assist the Project Manager in all duties dealing with capital and maintenance projects as assigned.
  • Coordinate with engineering firms in design, implementation, inspections, and creation of Airport capital and maintenance projects.
  • Perform project management duties for design and construction activities. Manage the design and administrative aspects (eg. manages project’s progress in meeting established schedule, performance and quality measurements, cost analysis, etc.).
  • Communicate and coordinate the Airport Authority’s needs with architects, engineers, contractors, construction management firms, etc. for selecting, awarding, and executing of contracts.
  • Assist the Project Manager with field decisions and coordinate change order approvals, monitor schedule, inspect quality of work and materials, coordinate final inspections, and facility’s project acceptance.
  • Receive and review construction and engineering plans, design specifications pertaining to project and direct reviews as appropriate.
  • Communicate as needed and respond to inquiries (e.g. administrative staff, inspectors, contractors, engineers, architects, stakeholders, etc.) for the purpose of providing required information.
  • Maintain central filing system including a variety of hard copy and electronic files and records (e.g. architectural publications, material samples, regulatory approvals, job-related communication, etc.) to provide up-to-date references and compliance with regulatory requirements and established guidelines.
  • Research and interpret complex technical documents such as FAA regulations and Advisory Circulars.
  • Respond to calls outside of normal work hours and return to work as needed to resolve urgent problems.
  • Must support and encourage the Authority’s Mission, Vision and Values Statements.
  • All employees are expected to be part of our customer service team as Dedicated Customer Care Specialists.
  • Perform other duties as assigned for the purpose of ensuring safe, efficient, and effective functioning of the airport.

Qualifications / Functional Requirements

  • Bachelor’s degree in architecture, engineering, construction management, or related degree from an accredited college or university. Associate degree in the above fields with equivalent work experience may also be considered.
  • 0 to 5 years professional, job related experience in technical project development, oversight, and/or management, or an equivalent combination of training and experience, such as through internships, which demonstrates the potential ability to perform the duties of the position.
  • Ability to work independently and as part of a team
  • Strong oral, written and presentation skills
  • Must possess and maintain a valid United States, state issued, driver's license.
  • Must complete and pass a comprehensive background and Criminal History Records check and be able to obtain security and access credentials.
  • Must pass a pre-employment drug screening.
  • Must be able to obtain Airfield “Movement Area” driving certification for controlled access to all surfaces (runways, taxiways, aprons, etc.) within one year of employment. Training to be provided.

Knowledge, Skills, and Abilities

  • Knowledge of principles, practices, methods of techniques as applied to construction and maintenance of facilities and infrastructure. Airport specific experience is advantageous but not required.
  • Ability to supervise and inspect work of contractors on engineering projects in the field or office and obtain adherence to plans and specifications.
  • Ability to establish and maintain effective working relationships, demonstrate initiative and self-motivation in a rapidly changing work environment, take written and verbal direction, and communicate effectively and professionally with others verbally and in writing.
  • Ability to perform applicable mathematical computations, read technical information, compose various documents, and facilitate group discussions, analyze situations to define issues and draw conclusions.
  • Ability to schedule several activities, meetings and events, gather, collate, and classify data. Analyze data utilizing defined processes. Flexibility is required to work with others in a variety of circumstances.
  • Ability to problem solve, identify issues and create action plans. Problem solving with data requires independent interpretation of guidelines.
  • Ability to maintain a customer service orientation in all circumstances while promoting and adhering to the Airport Authority’s mission, vision, and values.
  • Ability to learn and/or knowledge of two-way radio communication skills, utilizing aviation radio procedures and use of the phonetic alphabet (OJT).

Work Environment

Work is performed in an office setting, with moderate inside temperatures. The noise level in the work environment is usually quiet to moderate. Entire office is smoke free. Outside work will also be required, which may include exposure to extreme weather conditions and moderate to loud noise levels with periods of prolonged standing, bending, stooping, crawling over uneven surfaces, climbing ladders, and working at heights.

Physical Requirements

  • Work is frequently performed in a standard office environment as well as standard aviation industrial and normal construction project environments.
  • Exposure to dust, grease, excessive noise or vibration, noxious gas or fumes and/or extreme outdoor weather conditions may be occasionally expected.
  • Ability to push, pull, lift, and carry up to 25 pounds.
  • Position requires frequent reaching with hands and arms, standing, and walking.
  • Ability to occasionally climb, kneel, crouch, bend, and crawl are required.
  • Ability to sit for constant periods of time.
  • Vision abilities required include close, distant, color, peripheral, depth perception, and the ability to adjust focus. Vision acuity of 20/40 corrected or better.
  • Ability to see and work at night and in dimly lit conditions as necessary.
  • Work performed requires the ability to speak and hear.
  • Position is required to occasionally drive Airport Authority vehicles on Airport grounds and public highways.
