The Procurement Business Diversity Manager is responsible for providing guidance to the organization and staff in the development of diversity standards and goals for solicitations and contracts and other procurement related functions. We are seeking a highly motivated individual with experience in purchasing and supplier collaboration who will work closely with the Procurement Manager to support and drive best practices in business diversity procurement and contracting. This position will also serve as the Company’s Disadvantaged Business Enterprise Liaison Officer (DBELO).

Reports To: Director of Procurement and Business Diversity and the Chief of Staff and Administration.

Primary Responsibilities

  • Manages the Business Diversity Program for Contracts in compliance with local, state and federal regulations.
  • Assists with the creation and implementation of the DBE/SBE program policies and procedures.
  • Recommends and advises executive management and the Board of Directors regarding DBE/SBE program policy changes.
  • May serve as the Disadvantaged Business Enterprise Liaison Officer (DBELO), if designated by Chief of Staff and Administration;
  • Prepares staff reports and makes formal presentations and recommendations to executive management and the Board of Directors on all aspects of WeGo’s Business Diversity programs.
  • Identifies contracting opportunities for diverse vendors and works with the Procurement Manager to increase opportunities through the DBE Program.
  • Manages and maintains accurate records necessary to gather and analyze data required for program reporting, goal development methodology, and uniform reporting of DBE awards, commitments and payments.
  • Works cooperatively with project managers to determine DBE goals for contracts for construction, professional and nonprofessional services, RFQs/RFPs and procurements.
  • Assists with establishing methodologies to monitor and evaluate the achievement of Business Diversity Program goals including DBE and SBE program goals to the Federal Transit Administration (FTA).
  • Represents WeGo on a variety of committees conducting and/or coordinating outreach events and activities.
  • Assists with the preparation of all DBE reports that may be required at the local, state and/or federal levels.
  • Assists with performing procurements and assisting Projects Administrators (PPAs) as needed.
  • Works closely with legal counsel to ensure contracts and terms are favorable.
  • Assists the Procurement Director with the development and implementation of training for procurement staff as well as internal departments when appropriate.
  • Facilitates and ensures compliance with the local, state and Federal Transit Administration (FTA) regulations, policy and procedures.

  • Possess excellent computer skills (Microsoft Office Suite: Word, PowerPoint, Excel, Access)

Recommended Preparation for Employment:

B.S. Degree in related field, and minimum of five years experience in procurement, preferably in the transportation field. An equivalent combination of education and experience may be substituted.
