Executive Administrative Assistant

This position is responsible for providing highly responsible administrative support to the Offices of the City Manager, City Clerk, and Human Resources and reports directly to the City Manager.
This is an advanced administrative position with complexity of assignments and broad scope of responsibility working with a high level of sensitive and confidential matters. Assignments require independent judgment and involve high-level interactions with members of executive management and elected officials.
Typical job duties include: leading special projects; conducting research and compiling information for reports; preparing correspondence; editing and proofreading correspondence; relaying instructions and information to department managers and ensuring follow-up; managing schedules; coordinating meetings, events, and travel arrangements; screening phone calls, visitors, and mail determining urgency of request and directing to the appropriate contact; maintaining confidential records; and answering inquiries regarding interpretation of policies and procedures.
Duties include but are not limited to:
Confers, coordinates, plans and provides support for the City Manager, City Clerk and Coordinator of Human Resources and other employees on various operational and administrative matters
Recommends and implements changes in policies and procedures for various departments
Implements City goals regarding enhanced communications with residents and the community
Assists with implementing the City's public information programs. This includes utilizing all of the City's communication tools, including the website, social media, printed publications, cable television, and public events
Helps assure that all operations are performed in compliance with applicable local, state, and federal laws
Prepares resolutions and ordinances for consideration by the governing body
Conducts analysis, compiles statistics and pertinent information, studies, and prepares reports regarding the effectiveness and efficiency of various programs, departmental operations, and proposed activities
Assists in preparation of the annual budget for all funds, including estimates, recommendations, and the appropriation ordinance
Acts as liaison to a variety of boards, commissions and community organizations
Prepares specifications and conducts analysis of bids on a variety of contracts
Designs and prepares presentations for city officials, advisory commissions, community groups, or city employees
QUALIFICATIONS
Applicant must be personable, organized and professional. Position requires a Bachelor's Degree in Public Administration, Business or related field; and four to five years of public sector experience, working with municipal management and/or elected officials and community groups. Any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job, may be substituted for evaluation at the discretion of city management.
SALARY AND BENEFITS
Salary range begins at $45,000. The City of Collinsville offers a comprehensive benefits package, which includes health, dental, vision and prescription 100% funded by the City for employee-only coverage. Pension is with the Illinois Municipal Retirement system.
