Purpose:  The Assistant Property Manager, under the supervision of the Housing Director, provides for the efficient operation of the agency’s owned and managed properties.


DUTIES, RESPONSIBILITIES, ESSENTIAL FUNCTIONS:


Goals & Responsibilities

  • Ensure the efficient and successful operation of the Agency’s owned and managed properties
  • Monitor program utilization, conduct client interviews, intake functions and lease-up process
  • Responsible to comprehend, interpret and implement HUD rules and regulations and ensuring compliance with Federal, State and local policies
  • Maintain required databases for various housing programs.
  • Effectively represent the HRA with various Federal, State and local agencies

 

Duties

·         Maintain waitlist and establish eligibility for program participants

·         Show rental units

·         Complete recertification process and processing forms

·         Assist in tracking Reasonable Accommodation requests

·         Data entry and filing

·         Assist in checking and tracking Earned Income Disregard (EID), income targeting, community service.

·         Assist in conducting Inspections for all HRA owned property: initial, housekeeping, annual, HUD, etc.

·         Complete EIV monitoring and reports

·         Assist in fraud investigation.

·         Ensure all forms and verifications are accurate and in compliance for both applicants and residents.

·         Maintain tenant and applicant files according to file retention

·         Assist in follow-up on violations and program terminations as needed.

·         Assist and work with other staff when dealing with tenancy concerns

·         Assist with monitoring and/or approve charges, late fees, and utility overages

·         Assist in monitoring and tracking status of all unit turnovers

·         Assist with entering and tracking status of work orders

·         Ensure all reports and required actions are completed timely

 

Administrative

·         Provides back up for Housing Assistant

·         Assist with daily office functions

·         Provide information and refer individuals making inquiries regarding HRA programs

·         Attend various staff meetings and other required meetings including resident meetings

·         Assist in policy development for Public Housing, Multifamily and other programs along with updating the tenant handbooks as needed

·         Assist in submitting grant renewals and progress reports for various programs.

·         Assist in working with and maintaining contacts with vendors and other agencies.

·         Assist with advertising for the agency and programs

·         Assist in providing information to Executive Director, Housing Director, HRA Board as needed

·         Perform other duties as assigned.


Education & Experience (Minimum Qualifications)

  • High School graduate or GED
  • Two year degree in human service field or two years’ experience working in housing and/or human services field
  • Must be able to pass a criminal background check
  • Must be able to communicate effectively both orally and in writing. 
  • Must be a licensed driver and have a vehicle to carry out assignments.
  • Strong background in computer operations in a variety of programs


Desired Qualifications

  • Knowledge of Federal, State, & local programs and regulations governing the Public Housing Program, Multifamily Program, and other programs as assigned
  • Knowledge of laws governing eviction and landlord/tenant law
  • Successfully performed as a Property Manager or Assistant Property Manager


Expectation of knowledge, skills and abilities within six months

  • Demonstrates ability to establish priorities and meet program guidelines and timelines
  • Demonstrate ability to work independently
  • Demonstrates effective communicate both orally and in writing
  • Demonstrates ability to work effectively with program participants, staff, other agencies and the public
  • Public Housing Specialist Certification (within one to two years)
  • Multifamily Assisted Housing Manager Certification (within two to three years)
